- The Department of Veterans Affairs is seeking proposals from General Contractors to construct a new Eye Treatment Center/Ambulatory Surgical Center of approximately 31,000 SF, to be located in the Northeast vicinity of the existing Building 100 at the Bay Pines VA Healthcare System in Bay Pines, FL. Contractor shall completely prepare site for building operations and furnish labor and materials and perform work for the Eye Treatment Center/Ambulatory Surgical Center, as required by drawings and specifications. Contractor shall furnish labor, materials, equipment, transportation, supervision, coordination, & commissioning required to build this project in accordance with plans & specifications issued with this solicitation. The work is located in the Northeast vicinity of the existing Building 100 at the Bay Pines VA Healthcare System in Bay Pines, FL. The offeror shall furnish and obtain any and all necessary licenses and/or permits required to perform this work in Bay Pines, Florida. This is a Request for Proposal (RFP) solicitation; there will be no public bid opening. The magnitude of this project is between $5,000,000 and $10,000,000. This solicitation is restricted to Service Disabled Veteran-Owned Small Businesses. The NAICS Code for this work is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5M. Potential offerors shall be registered in the VetBiz registry, which can be found at www.vip.vetbiz.gov.. Documents will be available on or about August 18, 2009. A Pre-Proposal conference is scheduled for August 24, 2009 at 9AM in the JC Cobb Conference Room, Building 100, Bay Pines VAHCS, 10000 Bay Pines Blvd, Bay Pines, FL 33744. Technical and cost proposals are due to the contracting officer by September 14, 2009, 3:00 PM EDT. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at https://www.fbo.gov/. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors MUST register at FedBizOpps www.fbo.gov / in order to receive notification and/or changes to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective offerors who would like their company name included on the IVL list may do so on the FedBizOpps website under IVL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
