- DESCRIPTION: RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY AND IS IN COMPLIANCE WITH THE TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS ASSOCIATED WITH THE SUPPLEMENTAL APPROPRIATIONS PROVIDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA), PUBLIC LAW 111-5. The project will be awarded through an action under one of the multiple award task order contracts (MATOCs). This announcement is to facilitate the maximum competition among Subcontractors and Suppliers.. The Eastern Region Acquisition Division intends to obtain Design Build (DB) Construction Services for an Aqua Cell Building (Marine Mammal Stranding Network Building), Galveston, TX. On September 13, 2008, the existing Marine Mammal Stranding Network Building at the National Oceanic and Atmospheric Administration National Marine Fisheries Service (NOAA/NMFS) Galveston Laboratories in Galveston, Texas, was destroyed by Hurricane Ike and a new facility will need to be constructed. The general intent of this scope of work is to obtain the services of a Design/Build (D/B) contractor to finalize design requirements and construct a 5,000 sq ft metal building with mezzanine and comprised of 4 distinct areas: Main Rehab Pool area, Lab area, Office area, and Necropsy area. The building must be capable of withstanding at least a Category 3 Hurricane, and also be vandal, theft, and rust resistant. The building should comply with the 2001 or most recent South Florida and Texas Building Code requirements for large and small missiles impact. The building must meet all current Uniform, Standard, and National Building, Electrical, Mechanical, and Fire Prevention Codes and provide manufacturing quality compliance with ASTM, AISI, ACI and AWS materials and fabrication standards. Supporting facilities to include: seawater system, utilities, fire protection, storm drainage, pavement and landscaping. Comprehensive design will be to verify the project scope and concept plans, provide the design development and construction document (plans and specifications) phases of design, and shall conform to "Green Building" requirements and meet LEED certified as a minimum. Existing support systems to this facility include fire alarm system, PA system, telephone system, security card reader system, emergency light/camera system, and electrical backup system as designated by Owner. Additional requirements include a life span of 30 years, energy efficiency, low operations and maintenance requirements, low maintenance exterior finish materials and accessibility to public areas in accordance with the Americans with Disabilities Act (ADA). The expectation is to award the design-build contract in September 2009. This acquisition will result in a firm fixed-price Design Build Construction Contract. The estimated project cost is between $500,000 and $1,000,000.
