- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912DS-09-B-0019. The U.S. Army Corps of Engineers, New York District intends to issue Invitation for Bids (IFB) W912DS-09-B-0019 to perform restoration of low and high marsh habitat, transplanting existing low marsh vegetation hummocks to create a larger area of low marsh, and planting of vegetation plugs to create high marsh at Elders Point West, Jamaica Bay, NY. The upland area will be used as a staging area shall be restored by grading back to original contours, seeding, planting trees and shrubs, and controlling invasive plant species. The project includes the installation and maintenance of site perimeter fencing and waterfowl barrier. This maintenance also includes the removal of wrack, floatables and marine debris. The basic contract includes earthwork/grading on 37.6 acres, with three options for an additional 3.7, 3.9, and 5.8 acres, respectively. Plans/Specs for the subject project will be available on/about 25 August 2009 with bid opening on/about 25 September 2009. This procurement is being solicited as Unrestricted, full and open competition to all business concerns. The applicable NAICS Code is 237990 Other Heavy and Civil Engineering Construction. The small business size is $33,500,000.00. The SIC Code is 1629 heavy construction not elsewhere classified. The estimated cost is $5,000,000.00 to $10,000,000.00. If a large business, the prime contractor shall provide its small business subcontracting plan conforming to the requirements of FAR 19.704 and DFARS 219.7. The USACE small business goals are as follows: Small Business 70.0%, Small Disadvantaged Business 6.2%, HUBzone Small Business 9.8%, Women-Owned Small Business 7.0%, Veteran-Owned Small Business 3.0%, Service-Disabled Veteran Owned Small Business 0.9%. A subcontracting plan reflecting goals less than indicated shall provide, as part of the subcontracting plan submission, those extenuating circumstances of why the goal can not be met. In accordance with FAR Part 19.307, Price evaluation preference for HUBZone small business concerns, price evaluation preference for HUBZone small business concerns shall be used in acquisitions conducted using full and open competition. You may contact the District, the deputy Small Business Advocate (SBA), or your local SBA for assistance. A contract will not be awarded until the Contracting Officer has determined that the subcontracting plan provides maximum practicable opportunities for Small, Veteran-Owned Small Business, Service Disabled Veteran-Owned Small Business, Hubzone Small Business, Small Disadvantaged Business, and Women-Owned Small Business programs to participate in contract performance. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts listed at $550,000 or more than $10,000 if the contract was terminated for default.
