- Bid Schedule, Specifications, Maps The United States Department of Agriculture, Natural Resources Conservation Service seeks proposals from contractors qualified to complete restoration of native vegetation at a 352 acre Wetland Reserve Program (WRP) easement located approximately four miles south of Forest Grove, Oregon. Differing treatments including weed and non-native species control and removal, site preparation, mowing, and planting are to be administered to seven specific sites on the easement over a four-year period as shown in the accompanying USDA Hutchinson Wetland Restoration Program (WRP) Bid Schedule, Maps to Sites, and Specifications. The Government intends to make award of a single firm, fixed-price contract without discussions. I. How to Submit a Proposal: (a) Complete the Bid Schedule: Contractors interested in submitting a proposal should complete the Bid Schedule by indicating its proposed prices for all items in the Bid Schedule. (b) Submit a Technical Proposal: Technical proposals must show that the offeror meets the Minimum Criteria as well as the Evaluation Factors for Award stated below, listed in descending order of importance. II. Minimum Criteria: To be considered, proposals must show that the offeror (a) has liability insurance for the activities described in this solicitation, (b) is registered in the Central Contractor Registry (www.ccr.gov), and (c) demonstrates that it has at least three years of experience within the past ten years in planting and maintaining native trees and shrubs in the Western Willamette Valley, Oregon. III. Evaluation Factors for Award: Offeror’s whose proposals include a completed Bid Schedule and show they satisfy the Minimum Criteria, will be evaluated 50% based upon total price shown in the Bid Schedule, and 50% based upon the following Evaluation Factors for Award, listed in descending order of importance: (a) Past experience with USDA-NRCS projects and practice standards, (b) past experience doing ecosystem restoration in the Willamette Valley, (c) past performance completing government contract work on time and within budget, (d) capacity to complete the work, and (e) geographic location in relation to the Hutchinson WRP easement. IV. Proposal Due Date: Proposals are due at 4:00 pm local time on Thursday, August 20, 2009.
