Markman, Contracting Officer Introduction CMS is seeking commercial banks capable of providing a full range of commercial banking services for the Medicare Claims Processing Contractors. The major types of contractors are: Medicare Administrative Contractors (MACs), Durable Medical Equipment Medicare Administrative Contractors (DME MACs), Fiscal Intermediaries (FIs), and Carriers (see attached Statement of Work). Background Title XVIII of the Social Security Act authorizes the Centers for Medicare and Medicaid Services (CMS) to utilize Medicare claims processing contractors to disburse payments for Medicare services. Using a Letter of Credit, issued by CMS in coordination with the U.S. Department of the Treasury, commercial banks draw funds daily from the Medicare Trust Fund and deposit them into Medicare bank accounts. These funds are used by the Medicare claims processing contractors to disburse Medicare payments by both electronic funds transfer and paper check. The banks are responsible for processing these payments on a daily basis. The banks also provide a full reconciliation of the Medicare bank accounts, provide multiple other banking services to the Medicare claims processing contractors, and invoice CMS on a monthly basis for the fees associated with servicing these accounts. Contractor Requirements To be considered eligible, CMS requires commercial banks to: 1) meet the minimum financial stability criteria established by CMS and the U.S. Department of Treasury; 2) comply with the rules and regulations for electronic banking established by the Office of the Comptroller of the Currency (OCC)/U.S. Department of Treasury; 3) comply with CMS information security management requirements established under the Federal Information Security Management Act (FISMA); and 4) demonstrate the ability to process a large volume of electronic and paper check Medicare payments. If so, please identify the agency that approved the system f) Type of Company (i.e., small business, 8(a), woman-owned, veteran-owned, etc) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp. g) Company Point of Contact, Phone, and Email address. h) Point of Contact, Phone, and Email addresses of individuals who can verify the demonstrated capabilities identified in the responses. Due Date Responses must be submitted no later than August 21, 2009 to Kathy.Markman@cms.hhs.gov and Linda.Hook@cms.hhs.gov. Responses should clearly reflect the respondent's ability to meet the requirements included in this notice. Capability statements will not be returned and will not be accepted after the due date. Respondents will not be notified of the results of the review of their submissions. Information received will be considered solely to make informed decisions regarding a potential small business set-aside. The maximum number of pages for submission is 10. This is not an invitation for bid, request for proposal (RFP), or other solicitation, and in no way obligates CMS to award a contract. The sole intent of this document is to obtain capabilities for set-aside and procurement planning purposes. The Department of Health & Human Services, Centers for Medicare & Medicaid Services intends to issue a competitive solicitation for the Commercial Banking Services for Medicare Claims Processing Contractors. It is anticipated that multiple awards will be made and that contracts will be awarded with a 1-year base period and 4 option years. CMS anticipates the release of the RFP on or around September 2009, which will be available on the Federal Business Opportunities (FedBizOpps) website. The anticipated award date for this effort is on or before January 2010.
