- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for engineering and design services of a technical nature in the area of Mobile Cleaning, Recovery, and Reclaim System (MCRRS) Modernization. The modernization will address current protocol and requirements for oils, lubes, and fuel spills recovery. The procurement will have a period of performance from the effective date of the purchase order through two (2) months thereafter. This procurement is 100% set-aside for small businesses. The NAICS code is 541330. The proposed contract action is being solicited on a sole-source basis to Triverus, LLC of Palmer, AK. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The MCRRS project is an ongoing Small Business Innovation Research (SBIR) effort under Navy SBIR Topic No. NO2-079. This procurement will provide required modernizations to the MCRRS in preparation for the demonstration and long term evaluation phase of the project. It is not feasible to have another source provide these services because Triverus, LLC is the manufacturer of the prototype and has proprietary data required for the modernization of the system. At this stage of the project award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 21 August 2009, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
