Description
RECOVERY, Recovery Act Project # R648-09-124 Department of Veterans Affairs, Portland VA Medical Center, 3710 SW US Veterans Hospital Rd, Portland, OR anticipates soliciting offers for contractors to provide and install a distributed antenna system (DAS) in Building 100 of the Portland VA Medical Center located in Portland, Oregon. The Contractor shall submit a quote for complete survey and mark floor plan drawings (submitted as shop drawings) to indicate the density of coverage for a 20 Mbps signal, to include the price of a DAS with installation. The DAS shall be capable of coexisting with and accommodating multiple service providers, radio systems and paging systems. This comprehensive telecommunication system(s) shall utilize a common, neutral architecture using current and capable of emerging technologies so as to optimize VAMC cabling, utilities and other facilities. The DAS shall provide a clear, interference free radio frequency ("RF") voice and data access within the VAMC premises for multiple carriers. This notice is advertised as "information only" and is limited to Service-Disabled Veteran-Owned Small Businesses (SDVOSB's) pursuant to the authority set forth in 38 USC 8127. The contractor shall furnish all labor, materials, equipment, supplies, and travel necessary to perform this contract. A full set of plans and specifications will be provided in the RFP when issued. The completion of this project shall not exceed 180 days from Notice to Proceed. The solicitation will be issued as an "Request for Proposal" conducted in accordance with FAR Parts 15, 19, and 36 under NAICS 237130, Power and Communication Line and Related Structures Construction, with a size standard of $33.5M. In accordance with the Instructions to Offerors - Competitive Acquisition provision of this solicitation (FAR 52.215-1 Instruction to Offerors-Competitive Acquisition), the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best proposal. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Only one award will be made as a result of this solicitation. In accordance with FAR 15.101-2(b)(1) award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The solicitation will be issued on or about August 24, 2009. Bids will be due thirty calendar days thereafter, they will be delivered by e-mail address listed in the solicitation. The Government intends to award a firm-fixed-price contract. Magnitude of Construction is expected to be between $250,000 and $500,000 for this project. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Federal Business Opportunities (FBO) website. The Government reserves the right to use only the internet as notification of any amendments to this solicitation. It is the offeror's responsibility to view the FBO website daily for any amendments to the solicitation. Telephone questions will not be accepted.
