- HSFECD-09-R-0015 Economic Analysis Attachment 1: Economic Impact Analysis April 2004 This requirement posted under NAICS Code 611310, Academic, Colleges, or Universities, and is open to response only from those institutions located in the state of Alabama. The Center for Domestic Preparedness (CDP) is a federal entity and a component of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA). The CDP is a national training facility in Anniston, Alabama on the former Fort McClellan property in Calhoun County. The CDP is situated in Northeast Alabama approximately 100 miles west of Atlanta, Georgia, and 75 miles northeast of Birmingham, AL. The CDP prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction by providing advanced hands on training. The CDP program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Workers, and Government Administrative and other emergency response personnel, their trainers and supervisors. During FY08 the CDP trained a total of 114,540 students including 14,171 resident students, 60,625 non-resident and 39,744 indirect students. The activities of the CDP affect the local community in ways that are not immediately obvious or easily measured is the bases for this requirement. The objective of this requirement is to obtain an Economic Impact Analysis that measures the Center’s economic effect on Calhoun County, Alabama and the surrounding area utilizing current industry standards. The final analysis will be presented in formal written and electronic format and include at a minimum the following: an analysis of the economic benefits the Center provides to the local area, an analysis that shows a comparison between the cost of the CDP and the economic benefits derived from the institution, and the mutually beneficial relationships that exist between the CDP and Calhoun County, Alabama.
