- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER RTW7D09. The Government intends to procure a feasibility study to ascertain whether infrared-terahertz (IR-THz) double resonance spectroscopy can be used for stand-off chemical sensing; particularly in scenarios of Department of Defense interest with Ohio State University. No other contractor or university has or can be made to have, the essential qualifications in THz sensor development to meet the Governments requirements without substantial duplication of cost to the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
