- The purpose of this RFI is to gather industry input on the proposed pricing structure of the Military Uniform Alterations contract in support of Marine Corps Recruit Depot, Western Recruiting Region, San Diego, California.The Government requests that industry review the proposed contract pricing structure, the attached draft PWS, and provide comments. The Government intends to review the comments and consider them when developing the final RFP. PROPOSED PRICING STRUCTUREOption 1 - Include only one Firm Fixed-Price Contract Line Item (CLIN) that covers a period of time, e.g., one year, based on the Recruit Master Schedule where we anticipate and support a full time effort due to a Company or Companies of recruits needing tailoring. This option would also have additional CLINS for emergency tailoring, accelerated delivery, and walk-ins. Option 2 - Issue a Task Order (TO) when a recruit company is scheduled and then track all alterations individually (from a schedule of 80 possible items). This would require bulk funding and reconciliation at the end of the TO performance period. Option 3 - Include two Fixed-Price CLINS with several SubCLINS that will price services per person rather than by individual alteration items: CLIN 001 - UNIFORM ALTERATIONS with SubCLINS priced per individual for (1) RECRUITS, (2) STUDENTS in DRILL INSTRUCTOR SCHOOL, and (3) STUDENTS in RECRUITER SCHOOL. CLIN 002 - SUPPLEMENTAL ALTERATION SERVICES with three SubCLINS for (1) Accelerated Delivery (priced per person). (2) Walk-in Tailoring (priced per event), and (3)Emergency Tailoring (priced per person). Note: All CLIN 002 prices are premiums above CLIN one prices.It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. All interested sources are encouraged to respond. All responses submitted will be reviewed. All submissions shall be considered proprietary/potential source selection sensitive and treated accordingly. The Government does not commit to providing a response to any comment or questions. The Government may use some of the information provided in response to this RFI and include it in a solicitation that can improve the overall effectiveness of contract. This is not a Request for Proposal or announcement of a solicitation. This Request for Information does not constitute a commitment by the Government to issue an RFP, contract or order. Under FAR Part 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
