- Bid Schedule THIS REQUIREMENT IS PROVIDED FOR IN THE INSTALLATION'S FY10 EXECUTION PLAN, PENDING CONGRESSIONAL APPROVAL OF THE FY09 APPROPRIATION'S BILL. ALL PRICING FROM OFFERS RECEIVED SHALL REMAIN VALID THRU OCT 31, 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA4625-09-Q-0026 is issued as a request for quotation to provide Oil/Water Seperator support at Whiteman AFB, MO. The acquisition performace period is for one (1) 12-month base period, 4 (four) one year option periods. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33, DFARS DCN 20090715, AFFARS AFAC 2009-0318. The NAICS code is 562219 with the corresponding small business size standard of $12.5. This acquisition is unrestricted in accordance with the Small Business Competitiveness Demonstration Program (FAR 19.10). General Wage Decision #2005-2307 Revision 8 dated 5/26/2009 applies to this acquisition and can be found at http://www.wdol.gov/. All offers are to remain valid until 31 Oct. 2009. The following factors shall be used to evaluate offers: Price. Paper copies of the Request for Quotation shall not be made available. STATEMENT OF WORK FOR MAINTENANCE OF OIL/WATER SEPARATORS AND EMERGENCY CATCH TANKS 1. BASIC SERVICES. The contractor shall provide all management, tools, supplies, equipment and labor necessary to access, inspect, clean, collect, remove, and dispose of those materials essential to proper maintenance of oil/water separators and emergency catch tanks located at Whiteman Air Force Base, Missouri. All work shall comply with commercial/ government standards. The contractor shall be responsible for adhering to all federal, state, and local regulations applicable to the work and transport of materials described in this statement of work (SOW). See attached map for location, size and frequency of service of oil/water separators and emergency catch tanks. 1.1. SPECIFICATIONS AND DESCRIPTION OF WORK. 1.2. SEMI ANNUAL SAMPLING REQUIREMENTS. Before solid and liquid materials can be removed, the contractor shall perform appropriate tests of the contents (floating materials, liquid and sludge) to determine the materials present in tanks. Information from the test results shall be used to determine appropriate handling, transporting and reclamation/disposal of oil/water separator material. Analyzed samples must be in the parameters listed in the 40 CFR Part 279.11. A copy of the results shall be sent to 509 CES/CEOS and 509 CES/CEV. The government shall be notified if test results exceed any parameters outlined in the 40 CFR Part 279.11 prior to maintenance scheduling or servicing. Contractor shall transport and dispose, reuse or reclaim waste in accordance with federal, state and local regulations. 1.3. FULL SERVICING. The following services shall be performed annually in the month of April, unless another month is approved by 509 CES/CEOS. 1.3.1. The contractor shall pump all oil, oil residue, and other waste water from separators and catch tanks; draining separator and catch tanks completely. All filters shall be removed, cleaned of all sludge and debris, and reinstalled. All oil, oil residue, and other waste water from tanks shall be properly disposed of in accordance with federal state and local regulation. After cleaning, contractor shall inspect entire system for proper performance. Contractor shall wash and drain the separator and fill with clean water as required for the unique configuration of the separator. Contractor shall transport all materials from oil/water separators to an approved off-base reclamation/disposal facility. 1.4. PARTIAL SERVICING. Partial servicing will be performed annually in the month of October, unless another month is approved by 509 CES/CEOS. 1.4.1. The contractor shall pump all oil, oil residue, and other waste from separators and catch tanks. Contractor shall fill tanks with clean water. 1.5. EMERGENCY CATCH TANKS. The contractor shall empty all contents and drain tank completely. Inspect entire tank. If after an inspection is performed, the contractor shall submit in writing proposed repair and cost associated with the repair. Wash and drain tank. Transport all materials from tank to an approved off-base reclamation/disposal facility. 1.6. PERIODIC SERVICE CALLS. Normally, all work shall be in accomplished during the contractor's predetermined work schedule. Occasionally, there may be a requirement for "out of cycle" service. 1.7. NOT USED 1.8. SAFETY AND HEALTH STANDARDS. The contractor shall initiate and maintain programs to comply with the provisions of the Occupational Safety and Health Standards Act (OSHA) concerning entry requirements in confined spaces and handling potential hazardous substances. 1.9. PERMITS. The contractor shall be responsible for obtaining all federal, state, and local required permits in order to perform the work and transport of materials as described in this statement of work. 1.10. Scheduling Upon completion of required testing, contractor shall submit test result to the government and schedule service outlined in the SOW. Contractor shall schedule through 509 CES/CEOS by e-mail. 2. SERVICE DELIVERY SUMMARY (SDS). SDS OBJECTIVE SOW REF SDS THRESHOLD METHOD OF SURVEILLANCE Clean and Maintain Oil/Water Separators and Emergency Catch Tanks. Initial check documented. Document all safety hazards on all separators and catch tanks during inspections. Remove and properly dispose of all reclaimed material. Clean all systems and fill with clean water as required. Ensure all tanks are in good working order. 1.1.-1.5. 100% 100% Inspection Emergency Service Calls. Service calls handled promptly and all work completed as specified. 1.7. 100% 100% Inspection 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government will provide all water and electricity as may be required by the contractor to perform the service. Contractor should be prepared to supply materials to access provides utilities. Contractor shall provide all extensions (hoses/electrical cords) to utilities and compatible hook ups to water source or hydrants where applicable. Contractor shall provide long distance hoses of at least 200 feet or more. Contractor shall protect water sources by use of back flow prevention supplied by the contractor. Available electrical connections can be utilized by contractor or contractor must provide a generator. 4. GENERAL INFORMATION. 4.1 HOURS OF OPERATION. The contractor shall perform the services required under this Contract during the following hours: 4.2.1. Normal Operations. Normal hour of operation at Whiteman AFB are Monday through Friday, 0730-1630, except for Federal holidays. Unless otherwise approved by the Contracting Officer, all work shall be accomplished during normal hours of operation. 4.2.2. Federal Holidays. The following is a list of Federal Holidays observed by this installation: New Year's Day, 1 January or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, Last Monday in May Independence Day, 4 July or the Friday preceding or Monday following Labor Day, First Monday in September Columbus Day, 2nd Monday in October Veterans Day, 11 November or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, 25 December or the Friday preceding or Monday following 4.5. SECURITY REQUIREMENTS. The government will provide entry authorization to Whiteman Air Force Base for contractor personnel and vehicles necessary to carry out the terms of the contract. The contractor is required to submit, on company letterhead, the names, social security numbers, driver's license number, and date of birth of each employee that will require access. The vehicle make, model, color, plate number and state where issued will accompany the same requirement. This requirement must be emailed and faxed to 509 CES/CEOE two weeks prior to required access date. 5. APPENDICES. A. Workload Estimate B.
