Description
The U. S. Department of Labor is reviewing the market to determine if there are training providers for the following services at the Gulfport Job Corps Center located at 3300 20th Street, Gulfport, Mississippi 39501. The center is scheduled to re-open in the fall of 2009. 1.Operate five new career technical training programs: Bricklayer, Carpentry, Electrical, Facilities Maintenance, and Plumbing in accordance with policy and requirements stipulated by the National Office of Job Corps, U. S. Department of Labor. 2.Conduct daily career technical training in the five aforementioned programs using Training Achievement Records (TARS) and their related curricular materials developed by the chosen training provider and approved by the National Office of Job Corps. 3.Place graduates into registered apprenticeship programs or quality union or non-union jobs in the bricklayer, carpentry, electrical, facilities maintenance, and plumbing fields in the Mississippi and gulf coast area, and beyond. 4.Provide career transitional services to active and graduating students which lead to quality job placements, especially with registered apprenticeship programs. The career transition services include, but are not limited to, assistance with students’ needs in the areas of housing, vehicle and transportation to work sites, childcare, and the like. Entities interested in this contact services must have the following minimum qualifications: 1.The chosen entity should be very familiar with existing policy, requirements, structure, and operational procedures of the Job Corps program. Preferably, the chosen entity will have an identifiable history of contracted services with the National Office of Job Corps as a national training contractor. 2.As indicated by Job Corps’ historic data for high performance/outcomes in student job placement, the chosen entity is preferred to be affiliated with or have strong linkages with a national union or labor organization that has a national network, esp. in the Mississippi and Gulf Coast area, with union or non-union based registered apprentice programs, union or non-union contractors and employers. This national network will help with Work-Based Learning and job placement opportunities for active and graduating students. 3.The chosen entity should be able to develop TARs and their related instructional materials in the bricklaying, carpentry, electrical, facilities maintenance, and plumbing occupations, and receive approval from the National Office of Job Corps. The TARs and their supporting curricular materials must be 100% aligned with the latest pre-apprenticeship level training and/skills standards established by one or more nationally-recognized industry or labor-organization based accreditation agency. The alignment must be verified by the accreditation agency in writing. The TARs must also include new green technology learning objectives developed from the latest and applicable green training standards sponsored by one or more nationally-recognized green accreditation agency. 4.The chosen entity should be able to hire and retain experienced instructors for the Bricklaying, Carpentry, Electrical, Facilities Maintenance, and Plumbing programs who have the following credentials: a.Are experienced journey-persons in their respective specialties; b.Possess, or will possess within a defined period of time of employment, OSHA-500 certification; and/or c.Hold, or will hold within a defined period of time of employment, college credits or industry certification in the area of career technical education. Responses will be evaluated for the following: 1.Socio-economic impact of interested entity’s past history of career technical training; 2.Level of familiarity with the Job Corps program; 3.Scope of industry/union connections on the national, regional, and local levels; 4.Quality of training curricula in terms of alignment with latest industry/union training/skills standards, including green technologies integration; and 5.Quality of instructional staff. No cost proposal is required for this synopsis.
