- Questions regarding this pre-solicitation will only be accepted via email. This is a Pre-Solicitation notice. The anticipated release date of the Solicitation is 18 August 2009. The Fleet Readiness Center Southeast, Jacksonville, Florida has a requirement for repair of the TF34 Jet Engine's High-Pressure Turbine (HPT) Rotor Balance Piston (BP) Air Seal (NSN 2840-01-255-4375), a Critical Flight Safety item. The contractor will be required to accept non-ready-for-issue (Non-RFI) seals, clean, inspect, and repair the seals bringing them to a ready-for-issue (RFI) condition. It is estimated that there will be approximately 120 seals per year requiring repair. The NAICS code for this item is 336412 and the FSC code is 5330. Because of the criticality of the item to be repaired, prospective offerors must already have an approved Source Approval Request (SAR) on file or must submit a SAR package and have it approved prior to the solicitation closing date to be considered for award of this requirement. Please note that if evaluation of a SAR cannot be processed in time to meet logistics support requirements, award will be made to a currently approved source. SAR packages must be submitted no later than 17 August 2009 to the address listed at the end of this document. Contractors who have previously passed the SAR approval process for repair of this item are not required to re-submit. Offers received from sources that do not have an approved SAR by the close of the solicitation will be considered technically unacceptable. The successful offeror of this requirement shall be required to pass 1st Article Testing requirements and meet ISO 9002 requirements. The anticipated initial contract period is 01 Oct 2009 through 30 Sep 2010 with three (3) one-year option periods. The solicitation will be made available to the public via posting on NECO/FEDBIZOPS. The deadline for receipt of responses will be identified in the solicitation. All responsible sources may submit an offer that will be considered by the agency.
