- ATTACHMENT 2 ATTACHMENT 1 RFP DOL099RP20755 Research Related to Tasks to Assess Child Labor, Forced Labor and Human Trafficking (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Offers are being requested. See the attachment entitled “RFP DOL099RP20755” for the solicitation document. (ii) This solicitation is issued as a Request for Proposals (RFP) under RFP Number DOL099RP20755. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-34. (iv) This solicitation is being issued under Full and Open Competition, under NAICS 541720 (SBA Size Standard: $7,000,000.00). (v) See “SECTION B.1 – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT” for a detailed description of the services being procured. (vi) Description of requirements for the services to be acquired: This solicitation is for the procurement of The purpose of this contract is to secure the services of highly-skilled researchers to conduct various research related tasks to assess child labor, forced labor, and human trafficking. The Offeror will be required to provide a continuum of services from the initiation of the research studies to the production of final reports for distribution. (vii) See the attachment entitled “RFP DOL099RP20755” for the provision at 52.212-1, Instructions to Offerors-Commerical Items, which applies to this acquisition. (viii.) See the attachment entitled “RFP DOL099RP20755”, Section E for additional solicitation provisions and evaluation criteria. (ix) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items applies to this acquisition. See the attachment entitled “RFP DOL099RP20755”, Section C. for contract clauses which apply to this acquisition. (x) Proposals must be submitted no later than 4:00 PM, EST, September 2, 2009. See the attachment entitled “RFP DOL099RP20755” for additional details. ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL TO stevens.william@DOL.GOV, AND MUST BE RECEIVED NO LATER THAN 12:00 noon EST August 25, 2009.
