- REQUEST FOR INFORMATION PURSUANT TO FAR 15.201(e) INTRODUCTION The U.S. Customs and Border Protection (CBP), Office of Information Technology (OIT) hereby issues the following Request for Information (RFI) pursuant to FAR 15.201(e) regarding a massively parallel processing (MPP) hardware and software data warehouse solution to support its Targeting and Analysis System Program Office (TASPO). BACKGROUND CBP Initial Operation Capability (IOC) candidates must meet or exceed performance requirements contained below, be capable of meeting in the 4th Qtr of FY 09CBP, and TASPO Data Warehouse ARCHITECTURE CONSIDERATIONS. PURPOSE OF REQUEST FOR INFORMATION CBP is conducting market research and analysis of industry capabilities for the contracts available for massively parallel processing (MPP) hardware and software data warehouse solution to support its Targeting and Analysis System Program Office (TASPO). The TASPO system must have the capability to query very large (1 Terabyte – 1 Pet byte) of data less than 1 minute (and in some cased seconds) from its current environment of waiting hours for results to return. This RFI documents a Government request to industry for information on architectures, approaches, products, technologies, and/or solutions for providing hardware and software data warehouse solution for TASPO. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Small Businesses are encouraged to provide responses to this RFI in order to assist the CBP in determining potential levels of competition available in the industry. DESCRIPTION OF INFORMATION REQUESTED TECHNICAL DISCUSSION The candidate will be able to satisfy the following requirements: 1) The system shall be capable of Scaling-out as data increases 2) The system shall be capable of share nothing with resources already in the configuration 3) The system shall be capable that each node consists of one or more CPUs and associated memory 4) The system shall be capable of communicating over a common high-speed bus 5) Each node has access to the same disks and other resources 6) A system node can be an SMP if the hardware supports it 7) The systems bandwidth of the high-speed bus may limit the number of nodes (scalability) of the system 8) In the system each node may have its own devices, but during failures other nodes can access the devices of the failed node 9) The system nodes should be organized in a grid, mesh, or hypercube arrangement 10) The system database instances can potentially reside on any or all nodes 11) The system should only failure is localy: if one node fails, the others stay up 12) The system shall use hash table partitioning 13) The system may use symmetric multiprocessing (SMP) servers, but must use massively parallel processing (MPP) architecture. 14) The system may use its own database and indexes or use Oracle 10R or Microsoft SQL 2005 and above. 15) The system should be able to reduce existing query responses by 50% or a current hour query should be reduced to 2 minutes and so on. INFORMATION REQUESTED CBP CTO PM is requesting that the following items (where applicable) be provided: 1) A company description and discussion of company capabilities with respect to fulfilling the objectives outlined in this RFI. 2) A description of previous experience in the development of a similar cross domain system. 3) A discussion of how the previous experience can be modified to meet the requirements for the CBP TASPO application. 4) A description of the proposed system architecture. 5) Provide any additional information that will assist in understanding your responses to the RFI. STRUCTURE FOR RESPONSES Responses to this RFI should be in writing and should be both in electronic and hardcopy form. Limit hardcopy response to a maximum of 20 pages including architecture diagrams. Respondents shall submit five hardcopies and one electronic copy of the response shall be provided in PDF format on CD. The entire submission must be received within 14 working days of this posted RFI. The hardcopies must be typewritten on single-sided paper with one-inch margins on all sides and double-spaced text, and bound in standard binders. Use 12-point font with normal (uncondensed) spacing. CBP CTO Program Manager may choose to meet or communicate with respondents to this RFI. Such meetings would be intended to obtain further clarification of respondent capabilities and technical details. Submissions should identify a point of contact in case meetings are requested. PROGRAM AND TECHNICAL DATA Certain program and technical data relevant to this RFI will be made available to potential respondents. PROPOSAL INFORMATION, TECHNICAL DATA, AND OTHER INFORMATION WA-JOC PM will only disclose respondent's information to authorized government for purposes of evaluation. Information submitted in response to this RFI constitutes the respondent's written consent to such disclosure. HOW TO RESPOND Please submit your response to this RFI via email to Isabelle Nguyen at isabelle.nguyen@dhs.gov no later than Monday, August 24, 2009, at 4:00 P.M. EST (Washington D.C. local time). The capability statements are not to exceed 20 pages. No phone calls will be accepted since all information requirements have to be in writing.
