Description
The Naval Surface Warfare Center, Carderock Division has a requirement for three (3) engine assemblies for Limited Rate Initial Production (LRIP) of the Mobile Cleaning, Reclaim, and Recycling System (MCRRS). In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm fixed price purchase order to Cummins Northwest, LLC. The Cummins engine assemblies are used on the existing MCRRS prototype. These engine assemblies have successfully completed over five-hundred (500) hours of shipboard operation pier side and during actual flight deck operations with the existing MCRRS. To change the manufacturer of a core component prior to full production would cause a duplication of cost by requiring the engine assembly to again undergo endurance testing, which would include multiple ship class deployments, ramp tests, and rigging tests for validation. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, all proposals received by 19 August 2009 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
