Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Gerber Coburn Optical, Inc., 55 Gerber Rd E, South Windsor, CT 06074-3244 as the only responsible source that can provide the five (5) lens finer/polishers and two (2) lens blockers compatible with the current installed base. Only Gerber Coburn Optical can provide five (5) finer/polishers. The units shall be capable of accommodating wide curve ranges. The units shall be capable of working with CR39, polycarbonate, hi-index or glass lens materials. The units shall have an internal slurry tank and pump system. The unit shall be capable of completing the fining process without requiring stroke adjustments. The electrical requirements are 230VAC, 60 Hz, single phase. Only Gerber Coburn Optical can provide two (2) lens blockers. The units shall use FreeBond™ wax block material. The units shall allow the use of current inventory of blocks eliminating the cost of retooling. The units shall have an automatic detection system to alert the technician if a lens or block is not detected prior to starting the blocking process. The units shall have the capability to process up to 120 lenses per hour. The units shall have a blocking diameter of 57mm. The electrical requirements are 230VAC, 60 Hz, single phase. Gerber Coburn Optical, Inc. is the sole manufacturer and distributor for their products. It has been determined that no other manufacturer makes lens finer/polishers and lens blockers to these specifications. Based on the above information, the only technically acceptable system is provided by Gerber Coburn Optical, Inc. The system shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America; even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 333314 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
