Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Northwest Fisheries Science Center located in Seattle, WA on a sole source basis with University of Washington. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will produce a detailed bulletin for early warning of harmful algal blooms on the outer Washington coast. Dr. Hickey has been working for the past 8 years on the physical oceanographic factors that promote the development and sustenance of harmful algal blooms. This work helps to fulfill NOAA's mission of protecting and sustaining critical fisheries. This service will include interpretation of model output including currents, interpretation of Columbia River plume information, downloading real-time wind and current data. Finally, to provide specific written interpretation of all data types that combined will provide the best possible forecast of Washington coast HAB events. This is a very specific field of scientific inquiry that requires specialized knowledge, skills and abilities. As Dr. Barbara Hickey is responsible for almost all physical oceanographic data collected and published off the Washington coast and has worked with biological oceanographers, fishery scientists and coastal ecologists for over 25 years, she is the sole source in Washington State for this service. Dr. Hickey is highly trained with extensive experience in downloading, accessing and interpreting physical oceanographic data, in particular, such data that influence harmful algal bloom development and transport. Her expertise should dramatically reduce the amount of time, and increase the quality of effort, needed to perform the requested task. The University of Washington is an institute of higher education that has collaborative interests in the outcome of these studies and is a) not for profit and b) works to keep costs to the minimum necessary to complete the stated work.The government intends to negotiate a firm- fixed price contract with a period of performance that will start from Sept 15, 2009 and will end Dec 15, 2009 plus two option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
