Description
Sources Sought Notice for Request for Information (RFI) No. DOL099RI20762 The United States Department of Labor is conducting market research for an upcoming procurement requirement entitled "Site Exposure Matrices" (SEM) for the Division of Energy Employees Occupational Illness Compensation (DEEOIC), Office of Workers' Compensation Programs (OWCP), and Employment Standards Administration (ESA). This procurement will involve the maintenance and updating of a comprehensive relational database containing information on occupational exposures to toxic substances at all covered major DOE facilities and covered uranium sites. This database, called the Site Exposure Matrices (SEM) database, is used by Claims Examiners as a tool to evaluate causation for claims filed under Part E of the EEOICPA. The database also provides information to the public on the toxic substances found at the covered DOE and DOE contractor facilities. The current SEM database must be maintained for the existing DOE sites and the uranium mines, mills, and ore transporters. New sources of information as they are identified must also be used to enhance existing SEM data such as occupations at covered DOE sites, building/area numbers (and site-specific aliases) where particular work processes were conducted and the toxic substances present at such sites relative to processes and labor categories. New information submitted via the public SEM database site must be comprehensively addressed and responded to in a timely fashion A qualified Project Medical Consultant who has extensive knowledge of the National Library of Medicine (NLM) Haz-Map database must be retained by the prospective contractor throughout the period of performance. The Project Medical Consultant shall evaluate the toxic substances of concern to the DEEOIC for inclusion in the NLM Haz-Map database. The SEM database must then be updated in a timely manner to include the new information and ensure the information contained in the SEM database remains consistent with the NLM Haz-Map database. A qualified and experienced database administrator must ensure the security, secured access, and availability of the SEM databases used by DEEOIC personnel and the public. Software and hardware necessary to support the databases must be maintained and periodically evaluated for functionality and security. The solicitation will be available on or about September 15, 2009, and will be distributed solely to interested parties. Hard copies of the solicitation will not be available. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. All qualified vendors including small businesses are invited to participate in this Request for Information. Interested contractors responding to this Request for Information (RFI No. DOL099RI20762) will be required to indicate their ability to fulfill the requirements that are stipulated below: 1. SEM Database Maintenance - maintain Government-provided hardware and software used to provide DEEOIC claims personnel with access to the SEM database for the purposes of developing claims and to provide information to the public. 2. SEM Database Security - ensure that the SEM database accessed by DEEOIC personnel is password protected, implements security features to ensure access only by authorized users, features self-diagnostics and automatic back ups, provides for a minimum of six month's data storage and saves 30 days worth of transactions for review if needed. 3. SEM Database Updates - perform updates to the SEM database when new information becomes available. 4. Retain a qualified Project Medical Consultant who has extensive knowledge of the NLM Haz-Map database and can evaluate the toxic substances of concern to the DEEOIC. 5. SEM Data Quality - implement and maintain a program for ensuring the quality of the data collected and uploaded to the SEM database. 6. Research - provide research support to DEEOIC for SEM-related matters, to include researching information required to respond to Governmental and public inquiries, drafting responses to inquiries, review of medical and scientific literature for changes that may have an impact on the SEM database, Industrial Hygiene (IH) review of toxic substance exposure as it relates to employment at covered DOE facilities. 7. SEM Training - conduct annual training on the use of the SEM database for DEEOIC claims personnel at six locations: the four District Offices, the National Office FAB, and other DEEOIC staff at the National Office 8. SEM Library - collect, maintain, and secure a library of the source documents collected for the SEM database. All interested parties who can provide the listed services are invited to submit in writing, no later than August 17, 2009, 11:00 a.m., eastern time, a package entitled, "Statement of Qualifications/Capabilities Statement" (which must include contractors' indication of their ability to fulfill requirements stated herein). The Statement of Qualifications/Capabilities Statement package must be transmitted under a cover letter. The cover letter must cite the following information at a minimum: 1. Response to RFI No. DOL099RI20762 2. Vendor's company name, address, contact information 3. Vendor's DUNS number 4. Business size standard/classification 5. GSA Schedule Number, if applicable.
