- Description: The Internal Revenue Service (IRS) has a requirement for Oracle Fusion Middleware software support renewal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement; proposals are being requested and a written solicitation will not be issued. No solicitation document exists and requests for same will be considered non-responsive. This solicitation is issued as a Request for Quotes (RFQ) and the solicitation number is TIRNO-09-Q-Oracle-Middleware. August 29, 2009 August 28, 2010 The Oracle Fusion Middleware software applications will be used to support the Treasury Human Capital Office initiatives in managing the 360 degree view of Treasury and HR Connect customer employees and will align HR Connect with Federal Enterprise standards such as Service Oriented Architecture (SOA) and application web services. In addition, HR Connects existing application is built around the Oracle PeopleSoft HCM application suite. By purchasing the Oracle Fusion Middleware software, HR Connect can leverage the existing Oracle technology built into the HR Connect application to streamline and automate the HR processing. Lastly, the HR Connect Program Offices technical support staffs skill set can be utilized more efficiently due to its current knowledge of integrating and securing software application built around the Oracle applications and technologies. DELIVERY REQUIREMENTS: POP: August 29, 2009 August 28, 2010 QUOTE PREPARATION: Offerors shall prepare quotes in accordance with FAR provision 52.212-1, Instructions to Offerors-Commercial and shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial or provide a printed copy of your Reps and Certs from On-Line Reps and Certs (ORCA) that you completed when submitting your Central Contractor Registration (CCR). Responses that do not contain this information may be considered non-responsive. EVALUATION: Offers will be evaluated in accordance with FAR Provision 52.212-2 with the following significant evaluation factors: Technical and Cost. Award will be made to the lowest priced, technically acceptable offer. The contractor will be required to comply with FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, in its entirety. Under FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, the contractor shall comply under paragraph (b) with the following FAR Clauses: 52.203-06, 52.219-8, 52.222-3, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-09, 52.233-3 and 52.239-1. All quotes must arrive at the place and by the time specified in this combined synopsis/solicitation and must contain required signatures. Bids that fail to furnish required representations or information or that reject any of the terms, conditions, and provisions of the solicitation may be excluded from consideration.
