- VA National Center for PTSDProject: 508 compliance of 1,300 pdf articles/chapters DESCRIPTION OF WORK The National Center for Posttraumatic Stress Disorder (PTSD) is seeking a contract to ensure that the 1,300 online articles and chapters posted on our website http://www.ptsd.va.gov are 508 compliant according to law and to the Department of Veterans Affairs standards. Since 1995 the website has grown to be an invaluable source of information on traumatic stress for millions of people. Most of these journal articles and chapters are available as PDFs already, but as scanned images, not text. The contractor will supply a final 508 compliant file for each online article/chapter based on specified below. Work Required: "Average article 10 pages "1,300 articles (first 1,000 articles are posted on web site) http://www.ncptsd.va.gov/ncmain/advsearch.jsp then go to the NCPTSD combination search and select Articles by NCPTSD staff for the document type and go "Contractor will download articles from our web site http://www.ptsd.va.gov, convert to 508 compliant PDF's, and upload to an FTP site where they will reside. FTP site will remain available for NCPTSD staff with all 508 compliant PDF's for 3 months after completion of all contracted work. "The first 1,000 PDF's are currently available online, the remaining 300 articles will be delivered in batches of a minimum of 25 per month "Final product must be 508 compliant PDFs meeting legal standards and VA interpretation of 508 compliance (http://www.section508.va.gov/); accessible and usable. "All of these articles are authored by at least one author who is a government employee and therefore content is public so copyright does not apply. DELIVERABLES: The contractor will create 508 compliant electronic files for 1,300 articles and/or chapters. These electronic files will be stored on the contractors FTP site for the duration of the contract plus 3 months. Option years price per batches of 100 articles Option year 2- 300-500 articles/chapters converted to 508 compliant pdf's Option year 3 - 300-500 articles/chapters converted to 508 compliant pdf's SKILLS NEEDED The contractor needs to be proficient in converting pdf's to 508 compliant pdf's. The contractor must also be familiar with VA/Government 508 compliance regulations. **All submittals must be received by closing date of 8/19/09 at 5:00 pm EST. Electronic submission is authorized via email, but it is the responsibility of the bidder to verify that submission has been received. Issues with transmission and/or receipt are the responsibility of the bidder. You may also fax you submission to 802-296-5103 to the attention of: Stacy Sullivan, Contract Specialist. Submittals shall also be accepted via delivery and/or post at the address listed in this solicitation.
