- Recovery - Broadband Technology Opportunities Program - Program Management Support THIS AWARD NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. A GSA MOBIS Schedule 874 Task Order has been awarded for the National Telecommunications and Information Administration (NTIA), Broadband Technology Opportunities Program (BTOP) using RECOVERY ACT funds. The order is for one Base period of 13 months with four 12 month option years. Base Period funded amount: $30,687,274.09. Base Period Total Value: $37,804,922.41. Base and all Option Value: $98,779,939.51 Awardee: Booz Allen Hamilton - GSA MOBIS SCHEDULE # GS-23F-9755H (Primary Contract Vehicle) & IT SCHEDULE # GS-35F-0306J The Department of Interior National Business Center's Acquisition Services Directorate (AQD) on behalf of the Department of Commerce is awarding a task order to obtain Contractor provided services for support of an end-to-end solution for the implementation and execution of the Broadband Technology Opportunities Program (BTOP) for the National Telecommunications and Information Administration (NTIA). The contractual action (Task Order award) will provide support for the following program areas: Program Administration, Application Review Process, Communications and Outreach, Grants Administration and Post-Award, Technical Assistance, and Management Support. This requirement will be funded with Recovery Act funds. The services are considered to be primarily of a severable nature. Services procured as a result of this acquisition will be non-personal services, and the duties outsourced are not inherently governmental functions. The objective of this award action is to develop, administer, and integrate a program to ensure timely and efficient distribution of funding to qualified applicants. BTOP is a competitive grant program that will enable consumers and businesses in unserved and underserved areas of the United States to access broadband services. BTOP will stimulate demand and facilitate greater use of broadband services while contributing to economic growth and job creation. Use of Firm-Fixed Price Methods and Justification for Time and Materials This task order was not awarded primarily as a fixed price contract type because uncertainties involved in contract performance did not permit all prices to be estimated with sufficient accuracy to justify a full fixed price approach. The task order award for this acquisition will be a primarily a time and materials (T&M) award. There are seven labor hour CLINS and three firm-fixed priced CLINS and line items for travel and other direct costs. It is anticipated the tasks being performed on the Government site will be priced on a fixed-priced basis. This T&M hybrid approach is being used as no other type of contract is suitable for procuring the off site services for this requirement. It is not possible to accurately predict the number of applications that will be submitted to the BTOP office. The level of effort required to process and administer the applications will vary considerably depending on the number of applications received. As it is not certain as to the number of applicants, it was determined to be in the best interests of the Government to utilize a more flexible contact type to match the required work being performed. The requirement was structured to maximize the use of fixed-price activities within the labor hour contract structure. In accordance with Federal Acquisition Regulation and agency policy, a formal Determination and Finding Document has been prepared and approved by the Head of the Contracting Activity.
