- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912ES09B0021. Pre-Solicitation Notice SANDY LAKE BEACH IMPROVEMENT AT SANDY LAKE RECREATION AREA This Pre-Solicitation Notice is being issued under the American Recovery and Re-Investment Act The Government intends to post Solicitation Number W912ES-09-B-0021 on or about 14 August 2009. The Offer due date will be approximately 15 days thereafter. The work site is located on the public beach at the Corps of Engineers Sandy Lake Recreation Area east of Highway 65 near Libby, Minnesota. This project consists of furnishing all materials, equipment, labor, supervision, incidentals, quality control, and environmental protection required to complete improvements to the beach. The Contractor shall excavate a minimum of 2 feet of lake sediment in the area of the existing beach and beach expansion in preparation for placing beach sand. The approximate area of excavation for the existing beach is 70 feet wide by 150 feet long. The approximate area of excavation for the beach expansion is 70 feet wide by 60 feet long. The finished excavated surface shall be a minimum of 2 feet below the preconstruction elevation. Excavated material shall be disposed of off site in accordance with all local, state, and federal regulations. Due to the high water content anticipated in the excavated material, vehicles used for hauling shall be watertight to minimize spillage on haul roads. After lake sediment has been excavated to the required elevations, beach sand shall be placed on the lakebed to an approximate thickness of 2 feet. The finished surface shall be smooth with no abrupt changes in elevation. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. This procurement is set-aside for SBA Certified HUBZone Businesses in accordance with Federal Acquisition Regulation (FAR) Part 19.1305.
