- Subscription to 451 Group for Research and Consultation Services The Social Security Administration intends to issue on a sole-source basis a firm fixed price purchase order to establish electronic subscriptions to four service deliverables: 451 Market Insight Service; 451 Tech Dealmaker Service; 451 Special Reports; and 451 Strategic Council sessions. The period of performance will be for one year beginning October 1, 2009 through September 30, 2010, plus options for four 12-month option years (4 years). The subscription is an online web-based system and analyst consultation using resources provided by the 451 Group to obtain the following services: obtain research and consultation regarding companies who are at the forefront of innovation; obtain research regarding comprehensive vendor deal tracking, deal-flow metrics, and forward looking research that dissects deal rationale for both past and anticipated transactions; obtain comprehensive reports covering emerging technology markets in depth; and participation at the industry summits and investor conferences that address the opportunities and obstacles facing emerging enterprise IT markets. Under FAR (Federal Acquisition Procedures) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. This requirement is utilizing procedures in the FAR Part 12 – Acquisition of Commercial Items in conjunction with procedures in FAR Part 13. 451 Group is the only known source that can provide these services. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government’s intent to order this subscription from 451 Group. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 2 business days, in accordance with FAR 13-106-1(b)(1) negotiations will be conducted with 451 Group as the only source and a purchase order will be issued without any additional notices being posted.
