- RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY Using Recovery Act funding, the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Service (AAS) intends to modify existing GSA Task Number ME758700T6, a competitively awarded, Time and Materials Task Order under GSA Millennia Lite GWAC for the Indian Health Service (IHS) Office of Information Technology (OIT) Enterprise Investment, Project Management and Documentation Support Services. This action is created to preserve and create jobs and promote economic recovery and provide investments needed to increase economic efficiency by spurring technological advances in science and health. The current contractor is SI INTERNATIONAL INC. headquartered in Atlanta GA. This work is within the scope of the original contract technical provisions. Contract clauses required for projects involving Recovery Act funds have been incorporated into the Task Order. This existing contract must be used because the additional requirements are within the scope of the original award and for efficiency and economy the Government’s best interest would be served. Specific requirements include: Projects to be supported with this modification include: a.Health Information Technology (HIT) application development and enhancements b.HIT infrastructure Objectives of these projects include: a.HIT applications •RPMS Electronic Health Record (EHR) Modernization •Personal Health Record Acquisition •Population Health Application Enhancements •Practice Management System Acquisition •Behavioral Health EHR •RPMS Architecture Enhancements b.HIT infrastructure •Security Enhancements •Network upgrades •Digital Radiology and PACS systems •Video teleconferencing for healthcare delivery The requirements of this modification are included in the Projects and Activities section of the IHS Health Information Technology Recovery Plan listed here: 1.Expand Use of Certified Electronic Health Record oComprehensive Health Information Improving capabilities across the RPMS suite, including clinical care, support services, and practice management, including activities to address the ease of implementation, support, and usability of the system. oProvider Order Entry Continued improvements to applications that support the communication of orders and consultations among members of the health care team both on site and remotely, including electronic prescribing. oClinical Decision Support Creating and acquiring clinical decision support tools that build additional intelligence into RPMS, supporting quality of care and patient safety. oQuality and Performance Reporting Expanding existing quality and performance reporting capabilities, and ensuring that quality and performance data are transparent and accessible to consumers of IHS health care services. oHealth Information Exchange Activities to ensure that RPMS meets national interoperability standards, and that facilities using RPMS are positioned to participate in exchanges such as the Nationwide Health Information Network. oCertification Ensuring that RPMS receives national certification as a qualified EHR for inpatient use and for behavioral health settings, and continued certification as an outpatient EHR solution. oDeployment Intensive support for the deployment of RPMS EHR in all Federal and Tribal inpatient facilities, and optimization of implementation in outpatient settings as well. 2.Personal Health Record Adoption Development and collaborations to create truly consumer-oriented tools for management and portability of personal health information. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using Recovery Act Funds, including compliance with the Federal Acquisition Regulation, and the maximum extent practicable, making Fixed Price (FP) awards using competitive procedures. However, the Office of Management and Budget guidance allows for the use of other than FP contracts. Although GSA’s Task Order was not awarded as an FP contract, it was awarded competitively and the contract type was selected to provide the contractor with the greatest incentive for efficient and economical performance given the specific requirements. The existing contract has experienced personnel and documented performance to mitigate the Government’s risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, modification of this existing Task order is the most appropriate method to accomplish the work anticipated.
