Description
RECOVERY Springfield, IL 62701-1905 - Lincoln Home National Historic Site, 413 S. 8th Street, Springfield, IL 62701. This is a presolicitation notice for a contractor to furnish all equipment, materials, tools, qualified labor and supervision necessary to remove three (3) existing wheelchair lifts (one each at the Lincoln Home, Dean House, and Cook House) and replace them with new hydraulic vertical platform wheelchair lifts. Contractor will be required to provide the new lifts as specified and perform all work for, or incidental to, their satisfactory installation at the three historic structures. SOLICITATION NUMBER: I6530090742. NOTICE TO POTENTIAL BIDDERS: This project is set aside 100% for HUB-Zone contractors. The North American Industry Classification System (NAICS) Code is 236220. The Small Business Size Standard is $33.5 million (average ANNUAL gross revenue for the last three (3) years). MAGNITUDE OF THIS PROJECT: $25,000 TO $100,000. TYPE OF CONTRACT: A firm-fixed price contract that requires a lump sum bid. Davis-Bacon prevailing wages apply. PERIOD OF PERFORMANCE: Work shall start within ten (10) calendar days of the Contracting Officer's issuance of a written Notice to Proceed to the Contractor. The lifts must be provided and work completed within one hundred twenty (120) calendar days from the date the Notice to Proceed is received by the Contractor. PUBLICIZING AND RESPONSE TIME: The solicitation package will be issued on or about AUGUST 15, 2009 with a response date of SEPTEMBER 15, 2009. Solicitation packages may be obtained via the Internet by accessing the National Business (NBC) Opportunities web site at http://ideasec.nbc.gov. Bidders will also be responsible for checking the websites for any amendments to the solicitation issued prior to the closing date of the IFB. THIS ELECTRONIC POSTING REPRESENTS THE ONLY FORMAL OFFERING. A PAPER COPY OF THE SOLICITATION PACKAGE WILL NOT BE ISSUED. ALL BIDS MUST BE SUBMITTED IN HARD COPY. NO ELECTRONIC BIDS WILL BE ACCEPTED. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractors Registration (CCR) database is mandatory to be granted an award. If the successful bidder does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful bidder. It is highly recommended that should it be your intention to submit a bid in response to this IFB, that you become registered in CCR upon receipt of this solicitation so as not to delay award of the procurement if offered. The successful bidder will also be required to have completed their Annual Representations and Certifications by completing them online at http://orca.bpn.gov.
