Description
This Notice is issued subject to the requirements of the Recovery Act.Procurement will be a Two-Phase Design-Build RFP, VA-248-09-RA-0447. In accordance with FAR Subpart 36.3 one solicitation will be issued covering both phases. The James A Haley VA Medical Center, Tampa, Florida, is soliciting Recovery Act Project R673-09-602 for construction services with design build capability to provide a design to upgrade and bring to ADA compliance the Emergency Department and other related improvements. An independent A&E Study will be provided with the solicitation as a guide. As Authorized by 38 USC 8127; this procurement is set-Aside for Service Disabled Veterans Owned Small Business concerns. NAICS 236220, size standard $33.5. Estimated cost range is between $500,000 and $1,000,000. Phase One of the solicitation shall consist of the scope of work; evaluation factors for phase-one, including technical approach (1 or 2 page conceptual drawing); technical qualifications, such as specialized experience and technical competence; capability to perform; past performance of the offeror's team (including the architect-engineer and construction members); excluding cost or price factor. The VA may select a up to a maximum of five of the most highly qualified offerors from Phase One to submit Phase Two proposals; which shall contain both technical and price proposals to be evaluated separately in accordance with FAR Part 15. A one time organized Phase one Pre-Proposal site visit will be announced (TBD). The solicitation package will be available on or about Aug 31, 2009
