Description
The Olympic National Forest, Washington, intends to acquire by contract the repair of the approach to the North Fork Matheny Bridge, FS Road No. 2160100 M.P. 0.5. Project includes, but is not limited to, the following major items of work: bridge approach repair; including but not limited to removal of a failed earth wall and the installation of a new mechanically stabilized earth wall with a coble face; installing riprap; restoration of the fill slopes; regrading of the roadway; installation of a culvert; seeding and mulching; and haul of structural backfill and unsuitable material. This project is located on the Pacific Ranger District of the Olympic National Forest, Section 24, Township 24 North, Range 10 West, W.M., near Lake Quinault, Washington. It may be reached by traveling north approximately 52 miles from Hoquiam, Washington, on U.S. 101 to Forest Service Road 2100. Turn right on to Forest Service Road 2100 and travel approximately 7.9 miles to Forest Service Road 2160. Turn right on to Forest Service Road 2160 and travel approximately 7.7 miles to Forest Service Road 2160100. Turn right onto Road 2160100 and travel approximately 0.5 miles to the project site. Period for performance is from SEPT. 04, 2010, to SEPT. 30, 2010. Project Manager is Shannon Henriquez, (360) 956-2264. The government will proceed to issue a Request for Proposals (RFP) solicitation. 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value for the mandatory item and all option items is between $50,000 and $100,000. A bid guarantee is not required. Payment protection is required in the form of a payment bond, irrevocable letter of credit, or tripartite escrow agreement. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about July 31, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
