- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER SDVOSB Set Aside. The Veterans Health Administration located in Altoona, PA intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for construction. The project consist of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for the construction services required under Project Number 503-09-108, Correct FAC Deficiencies (CLC) 5th Floor, at the VA Medical Center, Altoona, PA., in accordance with the solicitation documents, specifications and drawings. Tasks associated with this project includes but is not limited to preparation of site for building operations, including demolition and removal of existing structures, refurbishing (New Work)of approximately 14,000 SF of the existing 5th floor area. This project includes various disciplines of work to include Architectural, Mechanical, Plumbing, Electrical, Communications, etc., to complete all work required. Performance period is 150 calendar days from receipt of the Notice to Proceed. The solicitation will be available fifteen (15) calendar days from the date of publication of this announcement. The Solicitation, Specifications and Drawings will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in Central Contractor Registration (CCR) data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Bidders must be registered in vetbiz at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Bidders Mailing List and to obtain copies of the Bidders Mailing List. The contract will be awarded under Sealed Bid procedures as specified in the solicitation. Award will be made to the lowest responsive, responsible bidder. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million annual receipts for the past three years. The cost range is between $1,000,000.00 and $2,000,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of the web only. All questions regarding this solicitation must be submitted in writing by email to danny.sanders@va.gov, all questions pertaining to this solicitation must be received in writing no later than 2:00 P.M. on September 8, 2009. No telephone request will be honored. All responses to questions will be posted to the web site. A firm fixed price contract will be awarded as a result of this solicitation based on availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc, regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation. Solicitation Issue Date will be on or about 17 August, 2009. A pre-bid conferences/site visit will be conducted for this solicitation on August 24, 2009, at 1:00 P.M., in Building 20, conference room at the VA Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602. The due date for receipt of bids will be 10:00 A.M. on September 16, 2009.
