- This is a sources sought notice. NO SOLICITATION WILL BE POSTED AT A LATER DATE. It is the intent of USDA, Natural Resources Conservation Service (NRCS) to award a sole source contract under the statutory authority 41 U.S.C. 253 (c) (1) set forth by the Federal Acquisition Regulation Part 603-2-1, Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements. The Government intends to award a Firm Fixed Price contract to Dartmouth University due to the very specialized skills deemed necessary to the successful continuation and completion of the project. Dartmouth University has the background, skills and expert knowledge in the development of ArcSIE and its application to producing soil survey information. This legacy best allows Dartmouth University to effectively and efficiently continue the development of the application. Attempting to change developers at this stage would create vast inefficiencies not only in the development of the software, but also in the completion of the Essex County Soil Survey Project. The NRCS-NGDC is proposing to continue the development of the ARC Soil Inference Engine software (ArcSIE) developed at Dartmouth by hiring the only contractor with extensive direct experience in the programming and development of the SIE software. This award will: 1) Continue the development, enhancement and testing the ARC Soil Inference Engine (ArcSIE) software developed at Dartmouth University, 2) Continue to provide support to the Essex County, Vermont Initial Soil Survey project using ArcSIE as the principle modeling software to complete the initial mapping of the county including the following: a. Provide technical assistance on an as-needed basis (via telephone, e-mail, on-site visits, etc.) for the duration of the soil survey project, b. continue the development of the ArcSIE software for use in the Essex County Initial Soil Survey project, c. continue the development of training materials for the use of SIE in projects, around the country, 3) Facilitate the expansion of ArcSIE to other soil survey projects, 4) Develop the Knowledge Discoverer module for ArcSIE which takes the polygons in an existing soil map and the user-specified environmental data layers as inputs, builds and displays the relationships between those polygons and the environmental factors (in the form of relationship curve), allowing the user to visualize, examine, evaluate, and modify these relationships in both graphical and statistical way, and finally output the updated relationships into a new knowledgebase, 5) Continue development of the ArcPen toolbox to directly modify polygon boundaries in a graphical way for viewing, digitizing, and editing vector features (points, lines, and polygons) over a 3D view of the landscape. The toolbox is created as an “Extension” of ESRI’s ArcScene to take advantage of its powerful 3D functionality. This is not a request for proposals or quotations and there will not be a solicitation issued for the requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the above services. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Such responses must be received on or before 2:00 PM, Central Standard Time, Wednesday, August 12, 2009. E-mails will NOT be accepted and the Government will not pay for information solicited. The estimated period for completion is December 31, 2010.
