- 1. This Department of Homeland Security, Office of Infrastructure Protection, will issue a Request for Quotes (RFQ) under solicitation HSHQDC-09-Q-00407 for the following SERVICES: The Contractor shall perform a study and analysis under which the selected Contractor shall identify, locate, and catalogue, underground infrastructure that is vulnerable to Improvised Explosive Devices. Following this work, the Contractor shall investigate, procure, and evaluate a number of Manhole Barrier Devices (MBDs) that will be installed at various Pilot Sites. The Contractor will then evaluate the efficacy of each different MBD, and will provide the Government with reports detailing the successes and failures of each MBD. 2. The resultant Purchase Order will be issued on a Fixed-Price basis, with Travel and Other Direct Costs being reimbursed on a cost-only basis. 3. The solicitation will be issued as a 100% Small-Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541618, Other Management Consulting Services. The Small Business Size for this NAICS code is $7M in receipts per annum. 4. Technical submissions will be required, with award being made to the Quote representing the Best-Value to the Government. Please note that this solicitation is NOT for the procurement of Manhole Barrier Devices (MBDs); It is for services under which a number of MBDs will be procured and evaluated to determine which is the most beneficial. 5. The work associated with this task will require close coordination with the Office of Bombing Protection representatives in Arlington, Virginia. The anticipated release date of the solicitation is 17 August 2009, with responses due not later than 28 August 2009.
