Description
NASA/KSC has a requirement for three split-spool devices (SSD). The SSD needs tohave the following capabilities: Ultimate Load: 3,125 lbsf (13,900 N)Rated Release Load: 2,600 lbsf (11.5 KN)Actuation: 3 Amps @ 6VDCActuation Time: 40 ms maximumWeight: 130 Grams Source Shock: <300 gs @ 2,500 lb preloadTemperature Range: -100 C to 120 C The SSD is an electromechanical release mechanism used to store and release a deployableappendage. The functions of the SSD include the capability to sustain load and thepredetermined preload on the device; and the capability to deploy the product withminimum power, shock, and time, while providing consistent reliability. This productshall be compatible with the California Polytechnic State University (CalPoly) Mark IIIPoly Picosatellite Orbital Deployer (PPOD) as the door release mechanism. The SSD alsohas to be flight qualified. The only product that has been flight qualified to use forthis requirement is NEA 9102G and NEA Electronics Inc. is the only company that makes NEA9102G.Since the device is already flight qualified, it is in the best interest of theGovernment to go to NEA Electronics because the price of qualifying another product forflight is cost prohibitive. NASA/KSC intends to purchase the items from NEA Electronics Inc. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit a detailed description of their proposed product. This information shall be provided in writing to the identified point of contact notlater than 4:30 p.m. local time on August 14, 2009. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
