Description
Solicitation SP0600-09-R-0541 will be issued to acquire Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Services with the capability to store aviation turbine fuel grade JP-8 at Bagram AB, Afghanistan. The services required under this solicitation are for the operation, maintenance, security, safety, and environmental protection for aviation fuel. A dedicated contractor owned/operated 8 inch pipeline to Bagram AB is needed under this effort. The Contractor shall provide interim storage of a minimum of 2,000,000 USG until a primary facility is built and/or fully operational. Temporary bladder storage terminal shall meet the (commercial standards) equivalent of USAF TO:37A12-15-1, or the Army TPT (Tactical Petroleum Terminal) standards. For the main JP-8 storage requirement 6,000,000 USGs (usable capacity) of storage is required. The Contractor's facilities shall be capable of receiving U.S. Government-owned product via tank trucks 24 hours per day, 7 days per week, at pumping compatible with the mode of transportation tendered (600 gpm for tank truck). The offered facility will be capable of receiving approximately 100 tank trucks per day. The facility will be capable of off loading 8 trucks at one time. The period of performance is May 15, 2010 through May 14, 2015. The solicitation will be issued on or about September 2009 and the Request for Proposal (RFP) closing date will be on or about November 2009. This procurement will be a full and open competition. The solicitation will be published electronically on the fedbizopps.gov website. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcment. This information is subject to modification and in no way binds the Government to award a contract.
