- RECOVERY--The Contractor shall fabricate and install seven new tainter gates at the St. Lucie Lock and Dam in accordance with the plans and specifications. Dewatering of all seven gate bays shall be accomplished by the Contractor using a Government owned dewatering bulkheads. The dewatering bulkheads (top, intermediate, and bottom) for one gate bay are stored in the Hydroelectric Plant on the bulkhead hoist car. The tainter gate bulkhead shall be Contractor installed under Lockmaster supervision. Temporary dewatering bulkheads to dewater a second gate bay may be provided by the Contractor at his own expense and with Contracting Officer approval, in order to expedite completion of work. See Division 02 specifications for sequence of gate removal. Contractor shall work off of a barge crane from the upstream side of the dam for gate replacement. The work consists of removing the existing tainter gates and installing new shop fabricated tainter gates. The gates are to be provided with molded rubber seals along the tops and sides. New trunnion pins are to be the trunnion houses. Painting the gates and cleaning and painting embedded items shall be as specified herein. Embedded items on site such as top & side seal plates, trunnion housings and gate position pointers shall be satisfactorily sand blasted, and painted in compliance with Specification Section 09 97 02. The pointer shall receive a white epoxy painted tip to match existing. Gate indicator support frames are to be reused. They are to be removed and shop painted in accordance with the specification for gate painting, and reattached. All existing castings shall become property of the Government and shall be stored in St. Lucie Power House, lower level. All acceptable hoisting cables, and end fittings and pins for unacceptable hoisting cables, shall become property of the Government and shall also be stored in St. Lucie Power House, lower level. Contractor shall install new 28 ASTM A563 3 inches Dia. Nuts for trunnion housing anchors located on the piers. During the installation of these nuts, threads of the existing 3 inches Dia. Bolts shall be thoroughly cleaned and greased. 3 inches nuts shall be torqued to a force that results in a tensile force of 84 Kips/per bolt. This will be performed under strict supervision of the Contracting Officer. Other minor contractual items are as specified herein and on the contract drawings. The Contractor shall set aside all removed materials within the staging and work areas, excluding wiring and insulation, for inspection by Corps Environmental Staff. Once inspection is completed the Contractor shall take possession of existing gates, unused gates appurtenances, existing pier stairs and all other project waste except as specified on the plans. The Contractor shall give 10 calendar days advance notice to the Contracting Officer for request of inspection prior to disposal. The approximate weights of the gates are 15,500 lbs. Staging and work areas are as shown on Drawing X-2. Exact boundaries will be as determined by the Contracting Officer. All trees and vegetation in these areas shall be protected from damage during the length of the contract, and the area shall be returned to original condition per the Contracting Officer. Recreational areas shall not be disturbed during the length of the contract. Parking in the recreational areas shall be coordinated with the lock master. Any damage caused by the Contractor to the existing recreational areas will be repaired in kind. Structural features in half tone are for reference only and do not indicate work to be done under this contract. Plans will govern over specifications regarding any conflicts. Magnitude of construction is between $1,000,000.00 and $5,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. All responsible bidders are encouraged to participate. There will be a price preference for Certified Hubzone Small Business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. The solicitation will be issued on or about 13 August 2009 with bids due 11 September 2009.
