- COMBINED SYNOPSIS/SOLICITATION (I) this is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for quote (RFQ). Submit written proposals for RFQ number DOL099RP20756. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. (IV) This acquisition is set aside 100% for Small Businesses. The associated NAICS code is 541512. The small business size standard is $7M. (V) This combined solicitation/synopsis is for purchase of the following commercial services: 0001. Design, Develop, and Market "A Woman's Guide to Green Jobs", which shall consist of an online curriculum that can be supported via a web site or stand alone in accordance with the Statement of Work identified in Paragraph VI below: The period of performance will be for a period of one year from the date of award. (VI) Description of requirements is as follows: I. Background The mission of the U.S. Department of Labor/Women's Bureau (USDOL/WB) is to improve the status of wage-earning women, improve their working conditions, increase their efficiency, and advance their opportunities for profitable employment. The Women's Bureau has a unique opportunity to help ensure that women of all ages and socio-economic groups are aware of the new green jobs sector, are recruited and adequately trained to enter green career pathways, and have adequate support systems in order to participate in these high-growth/high-demand occupations. The USDOL/WB believes there will be significant opportunities for working women and women business owners to take advantage of the opportunities within the green jobs sector. Ultimately, most jobs will have a green component and it is important that all women workers be familiar with the concept of green jobs. There are at least three crucial characteristics of green jobs, according to the White House Task Force on the Middle Class: 1. Green jobs involve some tasks associated with improving the environment, including reducing carbon emissions and creating and/or using energy more efficiently; 2. Green jobs should provide a sustainable family wage, health and retirement benefits, and decent working conditions; and 3. Green jobs should be available to diverse workers from across the spectrum of race, gender, and ethnicity. II. Purposes/Objectives This project shall assist the USDOL/WB in: 1. Increasing women workers' incomes and narrowing wage and income inequality by providing information on hiring needs, training, and entrepreneurship opportunities in green industries; 2. Promoting skills and knowledge that prepare women workers to become or remain employable and to succeed in a knowledge-based economy, including in high-growth and emerging industry sectors like "green" jobs; 3. Collecting and disseminating best practices and linking women with support services to facilitate their success in the workplace of the 21st Century; and 4. Providing information on national, state, and local resources to women's organizations to assist them in better serving working women and their families. III. Scope Under a new USDOL/WB project entitled "A Woman's Guide to Green Jobs," the contractor shall design, develop, and market "A Woman's Guide to Green Jobs," which shall consist of an online curriculum that can be supported via a Web site or stand alone, and shall include, but is not limited to, the following information: • Definitions of green jobs as they relate to women and other common terms that are understandable to a broad range of working women. • Background information on the need for a green economy and the development of green jobs. • The impact that the greening of the economy is expected to have on jobs for women. • Green jobs that are in demand, the training or certification required, degree of job flexibility, working conditions, new career paths, and entrepreneurial opportunities. • Information on how community-based organizations focusing on women, women business owners, labor unions, and others can access funds for green jobs. • Funding and grant information provided by DOL and other Federal agencies. • Links to information about training and certifications. • Best practices related to women and information from USDOL/WB regional green jobs events. • Marketing tools to reach and educate other working women on the opportunities that green jobs can provide. IV. Tasks The contractor shall: 1. Create an electronic copy of "A Woman's Guide to Green Jobs" that includes a fact sheets list, best practices, and national, state, and local resources. 2. Work with USDOL/WB to determine topics to be included. 3. Prepare a detailed Performance and Technical Assistance Plan (PTAP), with a timeline, for developing and marketing the Guide, including written materials to be created and distributed, outreach and public relations efforts, and a clear means of capturing measurable project results. 4. Information gathered for the Guide should be available via CD and/or Web site, and available to the general public. 5. Maintain and update all relevant information for the Guide on a monthly basis. 6. Create a series of training options, such as teleconferences, webinars, e-mail blasts, and other distance learning mechanisms, in order to share information. 7. Review and summarize information collected from USDOL/WB green jobs events and incorporate related information into the Guide. 8. Provide monthly progress reports. All reports shall be submitted in Microsoft Office Suite or in a format that is compatible with the USDOL/WB's software, in both hard copy (two) and electronically (one). The reports shall be submitted to the COTR by the fifth business day of each month. 9. Copies of all materials that are created and distributed shall be provided to the USDOL/WB electronically (one) and in hard copy (three). Additional copies of any materials shall be provided to the USDOL/WB upon request. The WB shall have the ownership of all deliverables that are created, developed, produced, and distributed under this contract. V. Period of Performance The period of performance for this requirement will be for one year from date of award. VI. Compensation, Deliverables, and Schedule of Work Compensation The total contract amount includes travel costs directly related to the project. Payments shall be made in four quarterly installments, or as mutually agreed upon by the USDOL/WB and the contractor. Deliverables and Schedule of Work Phase 1 (Three months after start date of the contract award) The contractor shall perform and report on the following deliverables: 1. Develop and submit a detailed Performance and Technical Assistance Plan (PTAP), with a timeline. The Plan should include: a. Topics to be addressed. b. Guide contents, including, but not limited to, a fact sheets list, best practices, and national, state, and local resources for each topic agreed upon. c. Training options such as teleconferences, webinars, e-mail blasts, and other distance learning mechanisms. d. An outreach and public relations plan for each phase. e. Measurable project results of women and organizations that shall have access to the Guide. 2. Review and summarize information from USDOL/WB regional green jobs events and include the information in the Guide. 3. Submit information on the first five topics agreed upon and finalize them as a fact sheets list, best practices, and resources. 4. Begin implementing outreach and public relations plan for Phase 1. 5. Coordinate one teleconference or webinar, compile a summary, and include the information in the Guide. 6. Maintain and update all relevant information for the Guide on a monthly basis. 7. Submit monthly reports on the status of each task and update the PTAP timeline. Make any changes to the reports as requested by the USDOL/WB. Phase 2 (Six months after start date of contract award) The contractor shall perform and report on the following deliverables: 1. Submit the information on the next five topics agreed upon for review and finalize them as a fact sheets list, best practices, and resources. 2. Coordinate up to two teleconferences or webinars, compile summaries, and include the information in the Guide. 3. Review and summarize information from USDOL/WB regional green jobs events and include the information in the Guide. 4. Finalize the draft electronic version of the Guide. 5. Implement outreach and public relations plan for Phase 2. 6. Maintain and update all relevant information monthly until completion of the Guide. 7. Submit monthly reports on the status of each task and update the PTAP timeline. Make any changes to the reports as requested by the USDOL/WB. Phase 3 (Nine months after start date of contract award) The contractor shall perform and report on the following deliverables: 1. Implement the outreach and public relations plan for Phase 3. 2. Coordinate up to two teleconferences or webinars, compile summaries, and include the information in the Guide. 3. Review and summarize information from USDOL/WB regional green jobs events and include the information in the Guide. 4. Continue to update the draft electronic version of the Guide. 5. Submit monthly reports on the status of each task and update the PTAP timeline. Make any changes to the reports as requested by the USDOL/WB. Phase 4 (Twelve months after start date of contract award) The contractor shall perform and report on the following deliverables: 1. Implement outreach and public relations plan for Phase 4. 2. Coordinate up to two teleconferences or webinars, compile summaries, and include the information in the Guide. 3. Submit monthly reports on the status of each task and update the PTAP timeline. Make any changes to the reports as requested by the USDOL/WB. 4. Prepare and submit a final report that shall include the Project's measurable results, successes, challenges, lessons learned, and suggested enhancements, and a draft final electronic version of the Guide, four business days before the contract expiration date. ADDENDUM - INSTRUCTIONS TO OFFERORS FACTOR I: TECHNICAL: Sub-factor 1: Relevant Experience. The offeror's proposal shall demonstrate their extensive expertise in the area of women's workforce development, and their extensive experience working with organizations which focus on women's workforce development. Sub-factor 2: Technical Approach. The offeror shall submit a proposal demonstrates experience and expertise in performing research and the ability to develop new materials on green jobs and the women in the labor force. Sub-factor 3: Key Personnel Qualifications, Availability/Commitment/Dedication and Resumes of Proposed Project Personnel or Individual Staff. The offeror shall designate key personnel essential to the successful completion of this project, to include resumes, availability and commitment letters.. Sub-factor 4: Project Management. The offeror shall demonstrate their ability to create and implement a Performance Plan, service delivery, and operational needs of project, including: a. Outcome goals, performance goals, output measures, and outcomes measures b. A timeline for outputs and outcomes, and c. Ability to prepare concise reports. Offerors shall provide a brief technical proposal which addresses the evaluation factors set forth herein. The Government project/technical personnel will rate each proposal as excellent, acceptable or unacceptable for the four element listed above. The four evaluation ratings and the major factors as to why the Government would grade the proposals under each evaluation rating are as follows: FACTOR 2 - PAST PERFORMANCE The Government will evaluate past performance of 3 current or previous contracts for relevancy (3 years) based on how well the contractor performed on projects of similar dollar value, scope, and complexity. Offerors shall provide information about three (3) of their previous/current contracts or task orders that are most relevant to the requirements of the solicitation. Please submit your three past performance reference in accordance with the Past Performance Information Sheet attached.
