- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE HHS PROGRAM SUPPORT CENTER TASK ORDER CONTRACTS. The American Recovery and Reinvestment Act (ARRA) of 2009, P.L. 111-5 supports efforts to address economic recovery issues at the community level. The objectives are being carried out through two new grant programs, authorized by Title VIII of the ARRA and administered by the Office of Community Services (OCS), within the Administration for Children and Families (ACF), Department of Health and Human Services. The grant programs are the Strengthening Communities Fund (SCF) Nonprofit Capacity Building Program and the Strengthening Communities Fund State, Local, and Tribal Government Capacity Building Program. The SCF Nonprofit Capacity Building Program will fund up to 34 cooperative agreements designed to provide nonprofit organizations with knowledge, skills and resources needed to improve, enhance and expand services which help low-income individuals secure and retain employment, earn higher wages, obtain better-quality jobs, and gain greater access to state and Federal benefits and tax credits. Individual awards of up to $1 million dollars, for a 2-year project period, will allow experienced lead organizations to provide training, technical assistance, and competitive financial assistance to nonprofits in order to increase their sustainability and effectiveness, enhance their ability to provide social services, and create collaborations that address community economic recovery issues. Lead organizations will assist nonprofit project partners to build capacity in 5 critical areas: 1) organizational development, 2) program development, 3) collaboration and community engagement, 4) leadership development, and 5) evaluation of effectiveness. Project partners are expected to develop their corporate capabilities and capacity to deliver services, and are encouraged to collaborate with state, local and tribal government agencies so that services for individuals and families facing economic challenges are improved. Since the needs of individual project partners differ, T/TA provided must address a minimum of three critical capacity need areas for each nonprofit served. The second program, the SCF State, Local, and Tribal Government Capacity Building Program, will make 48 grants of up to $250,000 per 2 year project period to support state, local and tribal government capacity to partner with nonprofits and other government agencies. Awards will support training and technical assistance which improves awareness of and access to ARRA-funded benefits and improves the ability of organizations in each grantee’s jurisdiction to actively participate in economic recovery efforts such as helping low-income individuals secure and retain employment, earn higher wages, obtain better-quality jobs, and gain greater access to State and Federal benefits and tax credits. FY 2009 SCF grant announcements set out the program’s expectations and requirements (see: http://www.acf.hhs.gov/grants/recovery.html). Awards will be made by September 30, 2009. The total number of organizations awarded SCF funding will be known by October 1, 2009, and estimates for the types and number of organizations they anticipate serving will be identified in their individual proposals. Grantees awarded funding under the ARRA will be funded for a single 2-year period. All award recipients under both programs will be subject to reporting requirements consistent with the American Recovery and Reinvestment Act (ARRA) of 2009 Standard Terms and Conditions and will use a quarterly performance progress report (SF- PPR) format specific to Strengthening Communities Fund (SCF) awards.
