- The U.S. Department of Commerce, NOAA and the Thunder Bay National Marine Sanctuary (TBNMS) intend to procure for an Underwater Sensing Mechanism. The Applied Research Laboratory at the University of Texas has a specialized, one-of-a-kind equipment and expertise capable of meeting TBNMS remote sensing needs. Mounted on a REMUS 600 autonomous underwater vehicle (AUV; an underwater vehicle that not tethered to a ship), ARL:UT's Integrated Precision Underwater mapping sonar (iPUMA) is unique in its ability to efficiently search broad, deep-water areas with high acquisition rates and high resolution results. As it passes along the sea floor or lake bed, this equipment detects an area approximately ten (10) times the size of traditional sonar used TBNMS. Further, the combination of the iPUMA sensor on an AUV, as opposed to being towed behind a vessel, enables even larger survey areas. Both are unique attributes. ARL:UT is one of the U.S. Navy's university-based laboratories and has been researching and developing underwater acoustic sensors for over 50 years. They are a leader in the area of forward-looking sonar systems and processing. BACKGROUND: Established in 2000, the TBNMS protects one of the nation's most historically significant collections of shipwrecks. Located in the northeast corner of Michigan's lower-peninsula, the 448 square miles sanctuary contains 40 known historic shipwrecks. Archival research indicates that over 100 sites await discovery beyond the sanctuary's current boundaries. This fact, coupled with strong public support and the occurrence of dozens of know shipwrecks, provide the rationale for the sanctuary's desire to expand from 448 square miles to 3,662 square miles (an eight fold increase). Boundary expansion is well underway with five public scoping sessions completed, seven local governments and NGOs supporting expansion, and a bill before U.S. Congress. However, the sanctuary has not conducted significant systematic remote sensing (searching for unknown shipwrecks and other maritime heritage resources) in the potential expansion area. This is a critical first step in the effective managing sanctuary resources. Given the enormous area to be surveyed, the sanctuary has a need to use remote sensing technology capable of efficiently and cost effectively covering broad areas. The government intends to solicit and negotiate with only one known source under the authority 41 USC 253(c) (1). The Applied Research Lab at the University of Texas. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 calendar days after the date of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product.
