Description
The USDA Forest Service, Idaho Panhandle National Forest, intends to acquire by contract the repair of seven existing timber bridges and two concrete bridges. The work includes but is not limited to minor clearing of vegetation, treatment of bridge approaches, and placing riprap. It also includes bridge cleaning, rail removal, leveling raised sections of a deck, replacing running planks, running plates, curbs and wing wall posts with new bridge timbers. Replace type 3 object markers and posts with new object markers and posts on timber bridges. Remove Type 3 object markers and install Type 2 object markers on concrete bridges. Provide erosion and pollution control measures and all other incidental items necessary to complete the project in accordance with the plans and specifications. Remove existing railings and don’t replace them. The following are the bridge locations (project sites): Leiberg Creek Bridge (812-9.7): From the Coeur d’Alene River Ranger District turn East and travel 5.8 miles on County Road 108. to Fernan Saddle. Continue on Forest Road 268 to the junction of Forest Roads 268 and 612. Continue 10.9 miles on Forest Road 612 to the junction of Forest Roads 612 and 209. Turn right (South) and travel 5.1 miles to the junction of Forest Roads 209 and 422. Turn left (North) and travel 2.3 miles to the junction of Forest Roads 422 and 812 and the bridge location. Big Elk Creek Bridge (422-8.2): From the Leiberg Creek Bridge (812-9.7) travel North on Forest Road 422 for 5.9 miles to the bridge. Tepee Creek Bridges (812-0.03, 0.09, 1.9): From the Big Elk Creek Bridge (422-8.2) travel North 1.6 miles to the junction of Forest Roads 422 and 812. Turn right (East) and travel 0.03, 0.09 and 1.9 miles to the bridge locations. Halsey Creek Bridge (1514-0.1): From the junction of Forest Roads 422 and 812 travel North 1.7 miles to the junction of Forest Roads 422 and 1514. Turn right (East) and travel 0.1 miles to the bridge. Tepee Creek Bridge (265-0.2): From the junction of Forest Roads 422 and 1514 travel North 1.3 miles to the junction of Forest Roads 422 and 265. Turn right (East) and travel 0.2 miles to the bridge. Trail Creek Bridge (422-13.0): From the junction of Forest Roads 422 and 265 travel North 0.2 miles to the junction of Forest Roads 422, 534, and 6310 and the bridge. Independence Creek Bridge (6310-3.6): From the junction of Forest Roads 422, 534, and 6310 travel North 3.6 miles on Forest Road 6310 to the bridge. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about August 12, 2009. The period of performance for this project will be from issuance of a Notice to Proceed and to be completed by October 1, 2010; the Notice to Proceed is anticipated to be issued on or about September 15, 2009. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
