- The response date is hereby extended to COB 7/31/09, due to the death of a San Diego Border Patrol Agent. Final Q&A's - 7/29/09 Q: In Part A of the SOW, there is a reference to conducting one three-day course entitled, “Elicitation Techniques – Aliens of Special Interest Countries.” Does OBP currently have a course curriculum that will be supplied for this for this course or is the contractor required to design and develop the course and course material? A: No. The contractor shall design and develop the course and corresponding materials. Q: How many courses and which kinds are you requesting for the option years? A: Four of the 1 day Sunni and Shia Islamic Extremism courses; and 4 of the Interview and Elicitation Techniques. Q: Can this training be moved to September to give a company a little more time to prepare its presentations and schedule its instructors? A: Yes. Q: On page 2 of the SOW, what are the "sects common to the San Diego Sector AOR"? A:Sunni, Shia, Hezbollah. Q: What countries make up the "aliens of special interest countries" for the San Diego Sector? A: Iraq and Somalia. Q: What is the location of the one-day Islamic Extremism course "to be determined" if the training is to be delivered in August 2009? A: For the San Diego Sector the courses will be conducted at the San Diego Sector Chula Vista Training facility. Q: Because of the extremely short deadline to develop presentations and schedule instructors in such a short amount of time, will you consider other training companies providers for FY2010? A: No. Q: On page 2 of the SOW, what are the languages that are needed? A: Modern Arabic, Qur’aanic Arabic, Farsi. Q: The RFQ lists three courses (“Islamic Terrorism and International Terrorism,” “Sunni Islamic Extremism,” “Shia Islamic Extremism,” and “Interview and Elicitation Techniques – Aliens of Special Interest Countries (ASIC).”) Will materials for these courses be provided by the government, or should the contractor provide course materials? If course materials are contractor-provided, what is the government’s process for their review and acceptance? A: Contractor is to provide materials. OBP Intelligence Staff and San Diego Sector Training Division Staff will review the materials for their suitability for the courses. Q: Are there specific Key Personnel positions, and if so, how many and what titles? A: No, vendors may propose various position titles or labor categories. Q: What are the requirements for background investigation? A: Reference Security Procedures Clause. Q: Will the training venue and student registration be provided outside this contract? A: Yes. Q: Please provide clarification on the multi-language requirement, and how this capability is intended to be used in instruction. A: Agents must learn to recognize particular phrase and dialects that may be associated with potential threats to the security of the United States or danger to a Border Patrol agent.
