Description
The USDA Forest Service, Boise National Forest, intends to acquire by contract the replacement of 3 bridges (East Fork Fall Creek Bridge, Silver Creek Bridge #2, and Silver Creek Bridge #3). The project consists of replacing three existing single lane bridges with new bridges. The work consists of clearing, providing the associated soil erosion and pollution control, structure excavation and backfill, installing new treated structural timber substructures, installing new pre-cast concrete footings, designing, furnishing, and installing precast/pre-stressed concrete voided slab superstructures, placing riprap, embankment and roadway construction, borrow excavation, aggregate surfacing, bituminous wearing surface, waste material disposal, providing and installing construction warning (traffic control) signs, applying seed mix and mulch, and cleanup. The bridge sites are as follows: The East Fork Fall Creek Bridge, No. 159-10.53, project site is located on the Mountain Home Ranger District, Boise National Forest, Elmore County, Idaho. The site is located on National Forest System Road (NFSR) #159 at Milepost 10.53. The project site can be reached from Boise, Idaho by taking Interstate 84 east to the junction of State Highway (SH) 20 near Mountain Home, Idaho. Take SH 20 north to junction with Forest Highway (FH) 61 (Cat Creek Summit – Featherville). Take FH 61 north to the junction with Forest Road (FR) 128 near Pine, Idaho. Traveling west for approximately 11 miles, turn north on National Forest System Road (NFSR) 129 for 2.5 miles to the junction of NFSR 159. Travel west on NFSR 159 for 0.1 miles to the project site. The Silver Creek Bridge No. 671E-1.1 and Silver Creek Bridge No. 671E-1.8 are located on the Emmett Ranger District, Boise National Forest, Valley County, Idaho. The sites are located on NFSR #671E at Milepost 1.1 and Milepost 1.8. The project site can be reached by taking State Highway (SH) 55 from Boise, Idaho to Banks, Idaho. After crossing the South Fork Payette River, turn right onto the Banks-Lowman Highway (AKA Hwy 17) and travel for 8 miles towards Crouch. Turn right at the junction with the Middle Fork Road (National Forest System Road (NFSR) 698) towards Crouch. Take NFSR 698 northeast for approximately 15 miles to the junction of NFSR 671. Turn right on NFSR 671 and proceed for approximately 11 miles to NFSR 671W1 and turn right. The first project site is located 1.1 miles along NFSR #671E. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about August 12, 2009. The period of performance for this project will be 400 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about September 30, 2009. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
