Description
The USDA Forest Service, Payette National Forest, intends to acquire by contract the replacement of the 4th of July Creek Bridge. The project consists of setting aside the existing modular, removal and disposal of the existing timber bridge and timber abutments, clearing, cofferdam construction, construction of new concrete abutments, placement of modular on the new abutments, structural excavation and backfill, riprap, aggregate surfacing, bituminous wearing surface, and placing signs on a detour. The project is located in T. 14 N, R 5 W. Section 33, on the Manns Creek road, approximately 15 miles north of Weiser, Idaho. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 15 procedures for contracting by negotiation. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Offeror (IAW FAR Part 9, Contractor Qualifications) whose offer is of the best overall value to the Government given the Evaluation factors outlined in the Solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about 12 August 2009. The period of performance for this project will be based upon the schedule submitted by the accepted offer; award is expected on or about September 15, 2009. All responsible sources may submit a proposal which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the Offeror will render the offeror ineligible for award.
