- Attachment E- Appendix A Solicitation PBGC01-RP-09-0027 Pension Benefit Guaranty Corporation (PBGC), a wholly owned Government Corporation, was established in September 1974 to develop and administer the pension plan termination insurance program for certain defined benefit pension plans as provided by Title IV of the Employee Retirement Income Security Act (ERISA) of 1974, as amended. The PBGC insures approximately 32,500 privately defined benefit pension plans covered by Title IV of ERISA. All defined benefit pension plans covered by Title IV of ERISA are required to file premium data and payments annually with the PBGC. Plans calculate their premiums in accordance with PBGC instructions, file their data, and pay premiums to PBGC by a specified due date. PBGC receives payments, filings and correspondence from plans electronically through My Plan Administration Account (MyPAA), and on paper through lockboxes. Electronic payments are also made directly to PBGC's account. PBGC downloads electronic payment data, from the bank. PBGC requires the filing information received from the lockboxes be converted to an electronic format for processing purposes. Among the electronic systems that PBGC uses to process premium filings are the Premium Accounting System (PAS), the PAS preprocessor (validates data captured from paper filings) and the Image Committal Service (Image Viewer) for image storage. These systems receive input data obtained directly from the premium filings and payments. Other PBGC systems that use premium filing information obtain their data from one or more of these three systems. The purpose of this contract is to perform banking lockbox and data capture services for the PBGC. Please see attached Solicitation# PBGC01-RP-09-0027 for more information.
