- Requirement Number W45C3C90351300 Fire Pattern Certification Training This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation W45C3C90351300 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31. This procurement is a 100% Total Small Business Set-aside IAW FAR 19.502-2(a). The NAICS code is 611519 and a size standard of $ 7.0 Mio. The following service is requested in this solicitation: The contractor shall provide a three-day training on-site module for Fire Pattern Recognition, Identification and Certification for twenty (20) students/members. The training shall meet national Fire Protection Association (NFPA) Standards and consist of a three-day minimum training time from 0830 AM-1630 PM, Mountain Standard Time. Contractor shall provide training covering the following: Case laws that can affect investigators by using the latest and up-to date techniques used against investigators. Fire Dynamics: a detailed study of how chemistry, fire science, and the engineering disciplines of fluid mechanics and heat transfer interact to influence fire behavior. Fingerprints of fire: identifying characteristics that may be located at the scene and evaluation of such characteristics. Fire patterns: The visible or measurable physical changes or identifiable shapes Students shall be certified after completion of training. The following shall be included in the total cost: Instructor and/or assistant fees (travel expenses, housing, and meals), Student materials (books, testing material, certification fee, any audio/visual aids). Fort Bliss shall provide adequate and conducive to training facilities to include classroom and hands-on training site. Training is to be conducted between 13 and 17 August 2009 upon agreement with end user point of contact after contract has been awarded. Offers will be evaluated using the following evaluation factors: Contractor certification ( Contractor shall be CFEI, NFPA and NAFI certified), price and delivery time. This firm-fixed contract will be awarded to the offeror who provides best value to the Government. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply 52.203-3, 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-33.
