- The Space and Naval Warfare SystemsCenter (SPAWARSYSCEN) Atlantic, Advanced Technology Branch (Code 51610) is seeking information on commercial-off-the-shelf incident decision support software that aims to provide situational awareness to and support the decisions of incident commanders and emergency management officials in response to an incident. Incident decision support software shall be capable of processing and providing situation reports, geospatial/visual information, and the status of resources within a single user interface/portal. The software must be applicable for use at command posts, department operations centers, emergency operations centers, and other operations centers. This does not include handheld, mobile, or static devices located at the scene of an incident. The U.S. Department of Homeland Security (DHS) Authorized Equipment List (AEL) item number and description for this equipment is 04AP- 05-CDSS, Software, ICS: Incident Command System software including command/plans and decision support tools. The target audience for this information is the emergency management and response community in small and rural communities, including any public safety discipline or organizational unit with a responsibility for making decisions at a command post or operations center. All submittals should be suited to the target audience. Review of this information is being performed as part of the DHS System Assessment and Validation for Emergency Responders (SAVER) Program, which aims to conduct objective comparative assessments of commercial equipment and systems and provide those results to the emergency responder community. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, and URL. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow- up information, and the point of contacts phone number and e-mail address. 4. Product name and a brief description (75 words or less). 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for potential inclusion in SAVER projects. If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals Respondents are required to complete and submit the attached product summary questionnaire (IDSS_RFI_Questionnaire) for each product following the instructions on the first page of the questionnaire.
