Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis, services agreement: Preventative Maintenance 15 Carl Zeiss Confocal Microscopes: 1. LSM 510 META w/one scope; 2. LSM 510 UV w/one microscope; 3. LSM 510 NLO META w/one microscope; 4. LSM 710 w/one scope; 5. LSM 510 VIS/405 META; 6. LSM 510 VIS Confocor w/one microscope; 7. LSM 7 Live DuoScan w/one microscope; 8. LSM 510 VIS META; 9. LSM 510 UV META w/one microscope; 10. Palm 3 Crylas; 11. LSM 510 VIS/405 META; 12. LSM VIS/405 scan module; 13. LSM 510 NLO META w/one microscope; 14. LSM 510 META VIS/405 w/one scope; and 15. LSM 510 META VIS/405 w/one scope, with Carl Zeiss MicroImaging Inc., One Zeiss Drive, Thornwood, New York, 10594. The supplies and service are commercial herein as defined in FAR Part 12 and this acquisition will be conducted under the simplified acquisition procedures authorized in FAR Part 13.501(a)(1)(ii). The North American Industry Classification System code is 811219 and the business size standard is $7M. The NCI CCR Confocal Core Facilities requires a service contract for Zeiss microscopes used for confocal analysis of a wide range of biological specimens. As core facilities, NCI needs to provide over 135 users with “state-of-the-art” Confocal imaging for a wide range of applications. Specific Requirements: It is critical to the smooth operation and research of the NCI/CCR that the equipment continues to be calibrated accurately and maintained according to the manufacturer’s specifications. Any deviation from the specifications could jeopardize the use of the aforementioned systems. Therefore it is crucial the systems are properly maintained with compatible parts by factory trained technicians. Contractor Requirements: The Contractor shall provide: 1) one (1) preventive maintenance inspection; 2) unlimited emergency repair within seventy-two (72) hours of first call; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; and 4) provide free software upgrades. Contractor personnel shall have a minimum of two (2) years specialized factory training within the last five (5) years in order to perform service to these instruments. These Zeiss confocal instruments are manufactured by Carl Zeiss, Inc. They require professional maintenance including scheduled service visits and periodic part replacement. Carl Zeiss is the only source known to the NCI that is capable of repairing and maintaining these state-of-the art Zeiss confocal models and especially of the Meta detector and the NLO (non-linear optics). The internal components and mechanisms of these instruments are proprietary and Carl Zeiss Inc is the only known source capable of fulfilling the service contract on these instruments. They are specially trained in Germany on the latest models of the instrument. Second, Carl Zeiss holds multiple patents on this instrument and it is a sole source of most of the replacement parts. Third, the parts of the confocal instrument require special handling and this handling needs approval of Carl Zeiss to get the warranty replacements. Fourth, we are constantly upgrading this confocal system with newest versions of the software and hardware. Period of Performance shall be for one year after date of award. Only one (1) award will be made. Only one award will be made as a result of this notice. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM ET, on August 6, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
