- The Marine Corps Systems Command is hosting the annual Tactical Radio Users Conference (TRUC) August 11-13, 2009 at the Fredericksburg Expo & Conference Center, VA; and requests participation from Industry in defining the attributes of the next generation of Integrated Intra-Squad Radio (IISR). This is a Request For Information (RFI) only. This is not a solicitation announcement for proposals, and no contract will be awarded based on this RFI. The conference will be attended by tactical communication stakeholders from the Marine Corps acquisition community, supporting establishment, Operating Forces, and Industry exhibitors. In addition to the planned exhibits, the Marine Corps invites radio manufacturers to submit responses to this RFI as part of an initial effort to define the capability requirements for the Marine Corps' next generation Intra Squad Radio. Based upon the suitability and applicability of the RFI responses, the government will select as many as five manufacturers/submitters to provide capability briefings to the conference's general audience accompanied by question and answer session with users. The following list (in no particular order) of potential desired and suggested capabilities that a next generation ISR might host is for guidance purposes and is not intended to be all-inclusive (capabilities considered to be firm requirements are noted): ?Secure voice communications - AES 256 encryption or equivalent (firm)?Operate within the 223-1850 MHz frequency band (firm)?Clear channel voice operation?Automatic Position Location Information Reporting?LPI/LPD/LPE?Secure Networking Capability (NSA Type I not desirable)?Secure data communications (NSA Type I not desirable)?Secure digital voice communications (NSA Type I not desirable)?Hands Free operation?Wearable antenna?Message texting?JITC assessment or certification?Over-The-Air (OTA) Rekey?Cloning?Quality Of Service (QOS)?E3 and spectrum supportability?Capability to actively participate in voice call groups?VOX?Remote PTT (wired or wireless)?Interoperability with current IISR equipment (AN/PRC-153)?Interoperability with JTRS HMS Rifleman Radio (SRW)?Software Programmable?NSA Type 2 Certification?Rugged and operable in the full spectrum of threat environments This is not a solicitation for proposal nor obligates the government contractually in any way, but rather gives an opportunity for Industry to present the capabilities of their products and for the Marine Corps to develop an understanding of the new capabilities that exist. Vendors may choose to rent booth space to exhibit their product(s) following the process outlined in the previous TRUC Exhibitor RFI. All requests for attendance and as well as proposed briefing material must be submitted electronically to james.p.murray@usmc.mil by 12:00pm (noon) Eastern Time 4 August, 2009. Vendors shall submit a response not to exceed 5 pages (MS Word format) that outlines their approach to the assemblage of capabilities (taking cues from suggested capabilities listed in this announcement) that best serves the ISR mission as perceived by the vendor in the following two cases:1) using current products and technology and, alternatively, 2) following the normal course of product development and technology evolution for a procurement that occurs in 2012/2013.Additionally, vendors shall submit briefing materials (Microsoft PowerPoint not to exceed twenty minutes briefing time) suitable to a general audience. Vendors selected to brief will be notified by email and phonecon by 4:00pm Eastern Time 5 August, 2009. Vendors will not be reimbursed for any costs associated with attendance or briefing.
