- DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO ACQUIRE AN ASSIGNABLE SITE OPTION FOR FIFTEEN TO TWENTY-FIVE (15 - 25) ACRES OF LAND FOR CONSTRUCTION OF A LEASED OUTPATIENT CLINIC / OR THE LEASE OF AN EXISTING BUILDING IN COLORADO SPRINGS, CO. REQUIREMENT: The VA is seeking expressions of interest from fee title property owners, or their duly authorized representatives, willing to execute a no cost, assignable option to purchase a site, or an assemblage of sites, or to obtain a donated site, containing fifteen to twenty-five acres of land capable of accommodating a two to three story 111,109 net usable square foot building with 950 surface parking spaces. The VA is also seeking expressions of interest from existing building owners and representatives that can meet the requirement. The VA reserves the option to conclude the site search and continue the procurement fulfilling the requirement with an existing building if it is in the best interest of the VA. Upon selection of the site and execution of the assignable purchase option, VA will conduct procurement and select a developer. VA will assign the purchase option to the developer to purchase the optioned site, the developer will construct and lease back to the VA a medical office building for up to 20 years. LOCATION: The offered site must be in Colorado Springs, CO and within the following boundaries: North: Briargate Parkway; West: Interstate US 25 at Briargate Parkway south to East Woodman Rd to West Woodman Rd to Centennial Boulevard to North 30th Street to West Colorado Ave to South 21st Street to Cresta Road to Mesa Avenue to Lake Circle to Lake Avenue; South: US 25 at Lake north to Martin Luther King Junior Bypass to US 24 to Powers Boulevard; East: Powers Boulevard. The VA reserves the right to amend the delineated area and/or site requirements. EXPRESSIONS OF INTEREST: Brokers and/or agents may represent the site owner, but sites submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the ownership of the site. Interests should include documentation of ownership; current and/or proposed and/or capable of being zoned as OR, OC, PBC, C-5, C-6, PIP-1, PIP-2 or M-1; location map; address; aerial photos; graphic and legal descriptions; environmental or other assessments; availability of utilities and services; and evidence that the site is outside the 100-year flood plain and contains no wetlands. Sites with environmental issues will not be accepted. A market survey of offered properties will be conducted by VA. Interested offerors should submit their sites to Carpenter/Robbins Commercial Real Estate Inc., by mail, fax, or e-mail no later than 5:00 p.m. PST on July 17, 2009.
