- RECOVERYThis project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The Department of the Interior, National Park Service (NPS) intends to issue Invitation for Bid (IFB) I1820090617, Rehabilitate the Buttrick Designed Landscape Features Located within the Buttric Garden which is adjacent to the Northbridge Visitor Center (a.k.a. buttrick House), located on 174 Liberty Street, Concord, MA, administered by the National Park Service, Minute Man National Historical Park, Concord, MA 01742. The contractor will be required to provide all labor, supplies, equipment, tools and materials to rehabilitate selected portions of the Buttrick Garden hardscape features at the Minute Man National Historical Park, according to the written specifications and drawings. A. Work includes, but is not limited to, all materials, labor, equipment, and supervision; and performing all operations required to complete the project as outlined in the Scope of Work.The work is generally divided into three areas: 1. Repair at a number of areas on the rubble stone wall located north of the North Bridge Visitor Center. 2. Rebuilding / repair of three isolated areas at the rubble stone wall on Liberty Street. 3. The main garden and its attendant hardscape features, which includes plazas, overlooks, walk,paths, steps. This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The North American Industry Classification System (NAICS) code for this project is 238220 and the Standard is $14 million. The estimated cost range for this project is $100,000 and $250,000. The intended contract will be a Firm-Fixed Price Construction subject to the Davis-Bacon Act. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about 12 August 2009. Downloading from the Internet is free of charge. The estimated date for the receipt of bids is 2:00 p.m. on 14 September 2009. No hard copies of the solicitation will be mailed or issued. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. Be advised, failure to register in the CCR database makes a bidder ineligible for a contract award with the Park Service.
