Description
This is a synopsis for non--commercial items prepared in accordance with theformat in Subpart 5.2, as supplemented with additional information included inthis notice. This announcement will be followed by a written solicitation.The solicitation will request proposals when issued, in approximately 15 daysfrom the date this synopsis is publicized. The U.S. Army Contracting Command, Joint Munitions and Lethality CommandContracting Center in support of Maneuver Ammunition and Ground Systems,Picatinny Arsenal, NJ 07806-5000, intends to solicit, negotiate, and award afirm fixed price contract on a sole-source basis to General Dynamics Armamentsand Technical Products (GDATP) for production of a Reactive Armor Tile Systemto protect the skirt area of the Bradley Fighting Vehicle System (BFVS). Theintent is to buy 12,180 reactive armor tiles and 435 installation kits tooutfit 435 vehicles that will be produced under TAA AG 380-90. Each vehiclerequires 28 XM33 tiles, NSN 1375-01-570-7596, packaged 14 tiles per palletbox, per CAGE/PN 19200/13023038 and installation kit NSN 5340-01-572-7068CAGE/PN 05606/10067015. This procurement is rated DO for national defense use, and all provisions ofthe Defense Priorities and Allocation System Regulation (15 CFR 700)apply. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source under theauthority of FAR 6.302 (a) (2) Only one responsible source and no othersupplies or services will satisfy agency requirements. The identified sourceis General Dynamics Armaments and Technical Products (GDATP), 128 LakesideAvenue, Burlington, VT 05401. Interested persons may identify their interest and capability to respond tothe requirement or submit proposals. This notice of intent is not a requestfor competitive proposals. However, all proposals received within 30days afterdate of issuance of the Request For Proposal will be considered by theGovernment. A determination by the Government not to compete with thisproposed contract based upon responses to this notice is solely within thediscretion of the Government. Information received will normally be consideredsolely for the purpose of determining whether to conduct a competitiveprocurement. The Request for Proposal for this action will be available for downloadapproximately August 11, 2009.
