- Description
- The Olympic National Forest, Washington, intends to acquire by contract a culvert replacement at Forest Road No. 2200 M.P. 12.2. Project work consists of the following major items of work: removal of the roadway fill and existing 48 inch culvert pipe; installation of a new 66-inch culvert pipe; replacing the roadway fill; constructing a concrete headwall; restoring the road surface; clearing and grubbing; haul of excavated material; seeding and mulching. A Grays Harbor PUD powerline runs through the project site. Contractor shall coordinate with the Forest Service and Grays Harbor PUD to protect the powerline in place or to remove the powerline during construction. This project is located on the Pacific Ranger District, of the Olympic National Forest, Section 7, T21N, R9W, near Humptulips, Washington. Project may be reached by traveling North from Hoquiam, Washington, on HWY 101, for approximately 24 miles to Forest Service Road No. 2200000 (Donkey Creek Road). Turn right from HWY 101 onto Forest Road No. 2200000, proceed on FS Rd. No. 2200000 for approximately 12.2 miles to the project site. Period for performance is from date of award to November 15, 2010. In-stream work may be performed between JULY 1st and SEPT. 30th. The Grays Harbor PUD will shut down the powerline from July 1st to July 21st, 2010. Project Manager is Mr. Shannon Henriquez, 360-956-2264. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $50,000 and $100,000. No bid bond is required. If the contract price is equal to, or greater than, $100,000.00, performance and payment bonds are required for this project. If the contract price is less than $100,000.00, only payment protection is required. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about AUGUST 14, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
